El presente volumen contiene los últimos resultados del proyecto de investigación "ciudades seguras". Sus antecedentes, se refieren al diagnóstico efectuado en el distrito federal sobre diversas variables y temas que inciden en el amplio rubro de la seguridad ciudadana frente al delito. ¿Qué hacer para reducir la delincuencia hacia márgenes razonables? Como puede intuirse, las discusiones no únicamente tomaban en cuenta el diagnóstico arriba apuntado, sino también las diversas y en ocasiones contradictorias sugerencias en este sentido formuladas por otras realidades culturales, para poder dar respuesta a esta decisiva pregunta. Los contenidos de esta investigación, no hacen eco de las diversas y mundiales sugerencias de profesionalizar a los miembros del sistema penal, mejorar sus ingresos y dotar al propio sistema de recursos suficientes. Y no lo podían ser, dado que existen países ricos en donde a pesar de que tales sugerencias han sido satisfechas de manera por demás puntual, la criminalidad se ha manifestado tan amplia o más, cuantitativamente hablando, que aquella que ha aparecido en el distrito federal. De ahí que quizás lo más importante haya sido, que junto al diagnóstico cuantitativo se haya efectuado con este tipo de reflexiones, un diagnóstico cualitativo no sólo de la seguridad de los habitantes de la ciudad de México, sino también de las políticas que pretenden proporcionar semejante seguridad en el país como en otras partes del mundo. El resultado que se explicita en el título del presente texto: tres puntos de vista convergentes, aunque cada uno de los autores -reconocidos investigadores en la temática- haya prestado atención a diversas variables, proporciona una lectura por demás original no únicamente del estado que guarda la cuestión de manera mundial, las variables que obstaculizan las políticas adecuadas que pudieran generar resultados satisfactorios en nuestra realidad, como en cualquiera otra.
