This fascinating historical revelation goes to the very heart of British and Allied Intelligence during World War II, specifically in the context of planning, control and implementation of the combined bomber offensive against Germany. There are sound arguments based on official archives that the handling of much air intelligence was faulty and reasons to believe that some departments within Whitehall were influenced by parochial and personal attitudes that interfered with the selection of strategic targets and the planning of the bombing offensives. In some departments within Whitehall and even the Air Ministry, there was a culpable failure to understand and appreciate the operational capabilities and limitations of the RAF and USAAF bomber forces. After the evacuation of the BEF the only means of destroying the Axis production of arms and munitions fell to the RAF and this was their prime objective for the rest of the war. The destruction of arms factories, power stations, air and ship production was the underlining objective, although when special targets, such as the break-outs of the German navy's major warships and U-Boats were deemed vital, the RAF were expected to react immediately. Much of Britain's intelligence was gathered from the German ENIGMA signals and became known as ULTRA with a security classification of MOST SECRET. Apart from the brilliant work at Bletchley Park there were other inputs from partisans throughout occupied Europe, Allied agents and various forms of reconnaissance. It was a new type of warfare that developed and improved as the war progressed but all too often the bomber squadrons were put into unnecessary peril through imprecise and unthinking demands from the highest levels of government.

How did ULTRA shape the course of the war? At times, it played a major role in the turning of battle, at other times did not, at still others was fatally misused, and at still others was beneficial but not necessary to bring about victory in any case. Unfortunately, good intelligence is often badly used by its masters. ULTRA was no different. Did ULTRA win the war? No, men and tanks and bombs and airplanes did. Did ULTRA shorten the war? Given the extent to it which it provided foreknowledge, once the balance of military forces was relatively close the answer must be yes. Did ULTRA prevent an earlier end to the war either by creating such confidence that avoidable mistakes were made in the rush for glory, or by preventing acceptance of an outcome short of unconditional surrender, or by causing the Allies to discount internal German opposition and a possible suicide attempt on Hitler? No, for its benefits outweighed its negative. Does the glory of the victory become tainted in light of ULTRA? Yes, for not only does it reveal the extent to which our commanders knew in advance of German battle strengths and location, thus giving them a decided advantage, it also points out several egregious errors on their part despite possession of ULTRA. Can intelligence be counted on to provide us victory in future conflicts. No. ULTRA use and implementation was clearly deficient for two to three years, and came about only with the help of Polish and French contributions which we cannot count on in the future. As Welchman points out, that may well mean suicide in a world where computers and ICBM's reduce the drag time to seconds from years. What role did ULTRA play? To quote one of the examiners: "Ultra was a war winner" even if not "the war winner."

While the book must cover the basics of the case and introduce new readers to just exactly what a "Zodiac Killer" is, what he did, and the many letters he had written, the bulk of the book is dedicated to something completely new that most have never seen. Zodiac mailed a map to he newspapers and police with one of the many letters he had written. This map was completely blank except for a compass that had been drawn over a place called Mt. Diablo. Zodiac said this map could be used to find an alleged "string of bombs" he had planted beside of a road somewhere waiting for a school bus to go by. He also said this map somehow involved something called "radians". But no one knew how to use a blank map to find marked locations. For over half a century this remained a mystery, until now. A bomb schematic sent by the mad man and puzzle maker turned out to be one of the keys for this map, one of a couple. An overlay key. Using a method that many examples can found in history and is also taught in the military, he created a map overlay disguised as a bomb drawing. When two points on this drawing are aligned with two points on the map, one being the compass, marked locations can be revealed as well as a section of highway marked with a string of bombs. Whether these bombs were real or not is beside the point (but you would think that the world would want an answer to that question) , what the real mystery and importance of these places are is another question entirely. Zodiac was most famous for the codes he created to taunt the police and not the murders he committed. Only one of his codes was ever said to have been solved while several others remain a mystery to this very day. His most famous unsolved code is called the '340 code'' for the 340 symbols that comprise the code in a grid like formation. This book will also delve into the possibility that this code is also an overlay key for this map and it used to find the long sought after "radians" that Zodiac said we would find. Clues and evidence from his letters go to support this very idea. That is for you to decide. Don't believe what I tell you. Believe what I show you. Believe your own eyes. This may be the key that someone uses to solve the mystery once and for all.
