This book picks up where its predecessor, Somalia between Jihad and Restoration, left off, examining international efforts to stabilize war-torn Somalia. It analyzes major political events in Somalia in the years since 2006, examining opportunities for restoration of the country based on the United Nations-backed plan known as the "Roadmap for the End of the Transition," improved security conditions, and international economics and financial support. The author notes that the time of transition may be over, according to the timetable of the United Nations, but it is clear that the work of transformation is just beginning. In considering whether political and social chaos in Somalia is ending, Shay sees two possible futures. One possibility is the establishment of a reform government that unifies Somali society; another is continued strife that accelerates Somalia's descent into the endless violence of a failed state. Shay believes the international approach to Somalia requires a thorough reassessment. He argues it has been limited to two Western priorities-terrorism and piracy-while largely ignoring domestic issues of critical concern to Somalis. As a result, many Somalis have come to view those participating in the international effort as a foreign occupation.

This article will provide an overview of the significant legal issues and policy decisions unique to Operation Restore Hope. The first step will be a discussion of the underlying legal principles applicable both from a national and international perspective. Thereafter, the article looks at rules of engagement, a key element in the operation; guidance on the use of force, both deadly and non-lethal; women and children as combatants; and UNITAF weapons control policy, one of the most difficult issues faced in Somalia. The last topics examined are the problems faced by the UNITAF staff during the transition to United Nations operations. Operation Restore Hope was a success. It will not be remembered for the number of weapons confiscated or the amount of food delivered. Success was properly measured by the improved security for the Somali people at the time of transition, 4 May 1993. The challenges facing UNOSOM II in Somalia are much more formidable than those faced by UNITAF. UNOSOM II has assumed responsibility for disarmament and nation-building tasks that were outside the scope of the UNITAF mission. The challenge for UNOSOM II is to accomplish the expanded mission without becoming embroiled in the factional fighting to the point of backing one faction against the others. Whether the United Nations will succeed can best be expressed by a phrase common in the Moslem world: "En Sh' Allah, "--If it is willed by God.

This book examines post-secession and post-transition state building in Somaliland, Somalia, South Sudan and Sudan. It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.
