Since the fall of the Siad Bare regime in Somalia in 1991 and the fratricidal war that it unleashed in its wake, Somalia has been without an effective central government. Instead, warlords and their armed bandits have been controlling different parts of the country, with the former British colony of northern Somaliland unilaterally proclaiming its independence. Developments in the country since the recent transitional government was set up in 2004 have, however, presented both opportunities and challenges for the country. While much has been reported about the prevailing situation in the country, there has been a paucity of research articulating the various perspectives and challenges in the efforts to reconstitute Somalia's failed state. This book hopes to contribute in filling this gap. Contributors to the volume examine the various issues that lie behind the current situation in Somalia, seeking answers to a number of crucial questions: Why did the Somali state fail? What role did external actors and the internal configurations of the Somalis' socio-political structure play in the state collapse? Did the various peace and reconciliation conferences really achieve anything? Should Somalia be reconstituted as one state or should more than one state be allowed to emerge from the ashes of the collapsed state? What is the way forward out of the current imbroglio in Somalia?

Somaliland's Private Sector at a Crossroads is the World Bank Group's first effort to undertake a consultative in-depth analysis of the private and financial sector in Somaliland in at least a generation. The objective of the report is to take stock of what has been achieved since the 1999 constitution was approved, provide an assessment of the current evolution of the private sector, and identify some priority policy options and related actions that would best enable the private sector to generate the growth and jobs sought under the Somaliland National Development Plan. The report is structured around the three key sector 'actors' of the economy: enterprises, financial institutions, and the government. This approach has been taken to facilitate a 'political economy' lens into the analysis. The report explores trends in, opportunities for, and impediments to effective government regulation of the private and financial sector and private sector-led economic growth in Somaliland, a relatively new democracy with limited institutional capacities. Drawing heavily on feedback received through an extensive consultative process that was undertaken in tandem with the analysis, the study concludes with recommendations for policy choices for the continued robust growth of the private sector and the evolution of a sounder financial sector.

The end of the Cold War introduced an altered global dynamic. The old bond of East/West patronage in Africa was broken, weakening the first crop of independent revolutionary leadership on the continent who no longer had the support of one or other of the superpowers. With collapse of the Soviet Union, all this changed. The question of global/strategic security devolved into regional peacekeeping and peace enforcement, characterized primarily by the Balkans War, but also many other minor regional squabbles across the developing world that erupted as old regimes fell and nations sought to build unity out of the ashes. In Africa, the situation was exacerbated by an inherent tribalism and factionalism that had tended to be artificially suppressed by powerful, often military, dictatorships, generally unconcerned with the needs and requirements of an oppressed population. No more striking example of this can be found than Somalia. One of the only effective armed resistance movements mounted against European colonization in Africa took place in Somalia, which was suppressed only after enormous military expenditure. The crisis in Somalia that began to take shape with the ouster of military leader Mohammed Siad Barre during the early years of the 1990s forced both the United States and the United Nations to adapt their collective military policy toward the challenges of peacekeeping, and peace enforcement, in a human environment only dimly understood, extremely austere in terms of local infrastructure and with a warring clan leadership. This book tells the story of the international intervention that took place in Somalia, the successes, failures and lessons learned. Many broad assumptions were made based on an unclear understanding of the dynamics of a regional conflict, coupled with the necessity for the first time in modern military history to balance political necessities with military. The crisis in Somalia set the tone for military intervention in a post-Cold War world, and although the same mistakes have been depressingly often repeated, the complexion of global military organization changed dramatically as a consequence of this episode.

This collection of essays demonstrates how chronic state failure and the inability of the international community to provide a solution to the conflict in Somalia has had transnational repercussions. Following the failed humanitarian mission in 1992-93, most countries refrained from any direct involvement in Somalia, but this changed in the 2000s with the growth of piracy and links to international terrorist organizations. The deterritorialization of the conflict quickly became apparent as it became transnational in nature. In part because of it lacked a government and was unable to work with the international community, Somalia came to be seen as a "testing-ground" by many international actors. Globalizing Somalia demonstrates how China, Japan, and the EU, among others, have all used the conflict in Somalia to project power, test the bounds of the national constitution, and test their own military capabilities. Contributed by international scholars and experts, the work examines the impact of globalization on the internal and external dynamics of the conflict, arguing that it is no longer geographically contained. By bringing together the many actors and issues involved, the book fills a gap in the literature as one of the most complete works on the conflict in Somalia to date.
