Securing public confidence in the police is an important challenge for police administrators. The public's support is fundamental to the legitimacy of the police, and their effects to reduce crimes are very important. There is developing evidence that public support majorly relies upon the public perception that police treat people reasonably and proficiently. However the determinant of this public support is by no means fully understood. While numerous researchers have concentrated on the impact of citizen's personal contacts with police or on neighborhood, setting they have not efficiently investigated conceivable impacts on public opinion. Since the mid 1980s the possibility of community-oriented policing has caught the consideration of police administrators everywhere throughout the world. However the information on how far reaching community-oriented policing has become in India is scanty, however all police personnel selected by the internal security department of the state are full-time sworn workforce whose primary obligation is community policing activities. Police executives today extensively concur that public support for the police is essential for fruitful policing. In addition there is developing confirmation that public support relies upon the public's perception that how police treat individuals fairly and professionally.

Police performance appraisal is one of the most important components of law enforcement management—affecting the quality of the services a department delivers as well as the satisfaction of its employees. Therefore, it is crucial that the performance appraisal process is conducted in an effective and equitable manner. Police Performance Appraisals: A Comparative Perspective employs the comparative case study approach to evaluate systems in police departments in two diverse locales—Ankara, Turkey and Toledo, Ohio. The study seeks to determine whether there are any common trends or obvious similarities that transcend national and cultural boundaries. From this information, best practices can be identified to improve the system of any police organization. The data from the survey raises a host of issues essential to police management. Are traditional or modern appraisal systems more preferable to police personnel? Are field and command officers’ perceptions of the performance evaluation instruments in their departments similar or do they differ from those of their subordinates? Asking these and other critical questions, the authors also examine the relationship between the officer’s perception of the appraisal system and his or her rank, taking into account level of education, gender, age, and years of service. Employing both qualitative and quantitative methodologies, this study yields important findings and valuable insights for police organizations as to which characteristics an appraisal process should have for the best quality system. Lessons learned from this study should provide guidance to future efforts to design better appraisal systems and may also contribute to heightened focus on nationwide assessments of evaluation practices and standards for police organizations.

Law enforcement administrators are concerned about the levels of public satisfaction with the police as a key to successful policing. Citizens who are satisfied with the police are more willing to provide cooperation with the police that is essential for the organization to reduce crime and serve the community effectively. Existing empirical studies have shown that citizen demographic characteristics and police performance are predictors of satisfaction with the police. The limitation of the previous studies, however, is that they did not consider what police agencies can do, specifically how they change or determine police performance. Without the organizational-level consideration, we may falsely blame individual police officers and their policing activities for the current elevated tension between the public and the police. This research attempts to address the void in the existing literature by introducing an extended theoretical framework that is structured with organizational-level predictors built upon already identified individual-level relationships with public satisfaction with the police. Using the Law Enforcement Organizations (LEO) survey A and Police-Community Interaction (PCI) survey of the National Police Research Platform Phase II, 2013-2015, at the organizational level, the current research examines the indirect associations between organizational characteristics (i.e., transformational leadership and organizational justice) of police agencies and public satisfaction with the police. Police job satisfaction and the proxy measures of police job performance (i.e., satisfaction with the specific police contact and perception of neighborhood safety) are the intervening variables in the relationship. In the current research, the merged data, including 16,547 citizens from 52 police agencies, are used for the analyses. The primary statistical approaches for the examination include factor analyses for the measurement model, bivariate analyses, and Multilevel Structural Equation Modeling (MSEM). The major finding of this research is that organizational justice, which is about the fairness of organizational behaviors, has an indirect association with public satisfaction with the police through police job satisfaction and citizen perceptions of neighborhood safety. This finding indicates that not only are individual police officers who encounter citizens and provide services able to shape citizen perceptions of the police, but police agencies and their administrators are able to actively improve the levels of satisfaction with the police overall.

This research examines the political implications of community-police relations in the United States by exploring the link between race, perceptions of police performance, and trust in government. Relying on survey data, I examine these relationships for Blacks, Latinos, Asians, and Whites. In addition to examining the broader relationship between community-police relations and institutional trust, this dissertation examines (1) how police perceptions influence individuals' comfort in contacting the police, (2) how police violence and police perceptions influence trust in government, and (3) the effectiveness of community-oriented policing in building community-police relations and increasing trust in government. First, I find that these relationships are conditional on race and ethnicity. Black respondents, who are more likely to experience negative interactions with the police and who are less likely to have positive perceptions of the police, are less comfortable contacting them. Second, while police violence does not have a significant effect on public trust in government, police perceptions and perceptions of discrimination do. Respondents that perceive the police to be performing well and who do not believe their own racial group is being discriminated against, are more likely to express trust in government. Finally, I find that community-oriented policing has the potential to both improve perceptions of the police and increase trust in government. The central goal of this dissertation is to highlight the role that community-police relations have in influencing American politics and to emphasize the importance of exploring potential solutions to declining trust in the police.

Since the complexity of police services does not lend itself to standardized performance measures, measurement techniques should be designed to inform more about what police do and how they affect their communities. This report reviews conventional police measurement practices and offers ways to improve the management value of performance information. Traditional performance measurement has emphasized the measurement of individual departments' effectiveness in preventing crime. This approach fails to consider the broad range of other police duties, citizens' expectations of police, and how police activities produce social change. Police can be evaluated in terms of efficiency, effectiveness, equity, and accountability, but citizens disagree about which of these performance criteria are the most important because community/police problems are too diverse. Instead of developing uniform, inflexible performance standards to apply globally to entire departments, evaluators should ask more detailed questions about common police processes and their results. Sketchy knowledge of how policing works now produces many hypotheses, but rarely standards worthy of emulation. Evaluators should develop better theories about police functions, obtain more reliable data, and control data collection costs with the aid of police managers so that measures inform departmental policymakers. Tables, diagrams, and 197 references are given. Appendixes include police services study data and a list of problem codes.

In the United States, the exercise of police authority—and the public’s trust that police authority is used properly—is a recurring concern. Contemporary prescriptions for police reform hold that the public would better trust the police and feel a greater obligation to comply and cooperate if police-citizen interactions were marked by higher levels of procedural justice by police. In this book, Robert E. Worden and Sarah J. McLean argue that the procedural justice model of reform is a mirage. From a distance, procedural justice seemingly offers a relief from strained police-community relations. But a closer look at police organizations and police-citizen interactions shows that the relief offered by such reform is, in fact, illusory.

This timely and important work takes a critical look at the shifting role of police, who are becoming increasingly responsible for handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.” Through a four-year, multi-method study specifically focused on the Israel National Police, the authors of this work have examined the effects of this shifting role on a number of key areas of policing concern, namely: police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force. The results of the study provide a number of concrete recommendations for maintaining effectiveness and community relationships of the police, with increasing responsibilities, challenges, and limited resources.
