Discussions at the Study Director's Meeting, convened by the Economic and Social Commission for Asia and the Pacific (ESCAP) at Bangkok in October 1978 focused mainly on Malaysia's and the Republic of Korea's completed studies and proceeded in 2 phases: questions on all aspects of the 2 reports; and sessions focusing on the areas of theoretical framework, methodology, major findings, policy implications, and recommendations. These 5 areas are summarized in this report. Conceptually, it was necessary to distinguish 2 important components of integration: its structure and process. Structure could be designed to bring together specialized activities, directing that they work together. The actual working together implied a process of interactive linkages between the specialized activities. The distinction was found necessary when observations from the region demonstrated that simple attention to the structures alone did not always produce the desired process. The structure for integration was created, but the process of integration did not automatically follow. What was desired in the demand for integrated programs was the process of interactive linkages. Focus on the process of interactive linkages produced another conceptual distinction -- between formal and informal linkages. At the Meeting, the main foci of the discussions concerning the theoretical framework were upon its scope and adequacy. Several findings of the 2 country studies were very similar. In the case of Malaysia, organizational variables, such as group structure for interaction and financial resources and interactive linkage variables, such as frequency and quality of contact, were most significant in contributing to family planning and maternal and child health (MCH) program efficiency. In the Republic of Korea, leadership and financial variables and the frequency of contact and the quality of assistance and cooperation with the related units/agencies appeared to be most significant in accounting for the success of the family planning, integrated health, and "Saemaul Undong" programs. Major findings of the Korean study included the following: the performance of the family planning program was accounted for primarily by leadership and goal variables on the 1 hand and by the salience of contact with inside units on the other, as viewed by workers; and the performance, as viewed by workers, of the integrated health program was largely accounted for by a personnel variable and by the density of assistance and cooperation with outside units. In Malaysia, there appeared to be strong correlations between family planning performance measures and MCH performance measures.
