This report assesses trends in investments, human resource capacity, and outputs in agricultural research in SSA, excluding the private (for-profit) sector. The analysis uses information collected by Agricultural Science and Technology Indicators (ASTI)—led by the International Food Policy Research Institute (IFPRI) within the portfolio of the CGIAR Research Program on Policies, Institutions, and Markets (PIM). The comprehensive datasets were derived from primary surveys, collected through a series of consecutive data collection rounds; a small number of secondary sources, where survey data were missing or of poor quality; and ASTI’s older investment and human resource datasets. This report highlights the cross-cutting trends and challenges that emerged from the country-level data, structuring it within four broad areas: funding capacity, human resource capacity, research outputs, and institutional conditions—all in terms of whether they support or impede the effective and efficient conduct of agricultural research. This report concludes with a set of policy recommendations for regional and national-level decision makers, and other stakeholders.

Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

Southeast Asia made considerable progress in building and strengthening its agricultural R&D capacity during 2000–2017. All of the region’s countries reported higher numbers of agricultural researchers, improvements in their average qualification levels, and higher shares of women participating in agricultural R&D. In contrast, regional agricultural research spending remained stagnant, despite considerable growth in agricultural output over time. As a result, Southeast Asia’s agricultural research intensity—that is, agricultural research spending as a share of agricultural GDP—steadily declined from 0.50 percent in 2000 to just 0.33 percent in 2017. Although the extent of underinvestment in agricultural research differs across countries, all Southeast Asian countries invested below the levels deemed attainable based on the analysis summarized in this report. The region will need to increase its agricultural research investment substantially in order to address future agricultural production challenges more effectively and ensure productivity growth. Southeast Asia’s least developed agricultural research systems (Cambodia, Laos, and Myanmar) are characterized by low scientific output and researcher productivity as a direct consequence of severe underfunding and lack of sufficient well-qualified research staff. While Malaysia and Thailand have significantly more developed agricultural research systems, they still report key inefficiencies and resource constraints that require attention. Indonesia, the Philippines, and Vietnam occupy intermediate positions between these two groups of high- and low-performing agricultural research systems. Growing national economies, higher disposable incomes, and changing consumption patterns will prompt considerable shifts in levels of agricultural production, consumption, imports, and exports across Southeast Asia over the next 20 to 30 years. The resource-allocation decisions that governments make today will affect agricultural productivity for decades to come. Governments therefore need to ensure the research they undertake is responsive to future challenges and opportunities, and aligned with strategic development and agricultural sector plans. ASTI’s projections reveal that prioritizing investment in staple crops will still trigger fastest agricultural productivity growth in Laos. However, Indonesia, Malaysia, and Vietnam could achieve faster growth over the next 30 years by prioritizing investment in research focused on fruit, vegetables, livestock, and aquaculture. In Cambodia, Myanmar, and Thailand, the choice between focusing on staple crops versus high-value commodities was less pronounced, but projections did indicate that prioritizing investments in oil crop research would trigger significantly lower growth in agricultural productivity.

This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Despite Agricultural Science and Technology Indicators’ (ASTI) global and regional visibility-and the use of its data for institutional decision-making by various national agricultural research institutes-the incorporation of ASTI evidence into national policymaking remains mostly ad hoc and is often indirect. Moreover, interventions to influence the uptake of ASTI data for this purpose have been limited. Given agricultural research’s important role in increasing agricultural productivity, economic growth, and poverty reduction, ASTI initiated a pilot study in three African countries (Ethiopia, Nigeria, and Tanzania) to develop a clearer understanding of how to promote the uptake of agricultural research evidence. The study focused on how evidence in general, and ASTI evidence in particular, could be more effectively integrated at the national level, particularly to promote the allocation of sustainable resources to agricultural research. The study was conducted in two stages: (1) the mapping of each country’s agricultural research interests and issues; and (2) identifying initial activities through which those interests offered opportunities both to fill research gaps and enhance the utility of agricultural research. Findings from the pilot studies point to opportunities for improving the availability, accessibility, appropriateness, and ownership of ASTI evidence to ensure that it contributes more effectively as a valuable resource for decision-making. Strong relationships and networks are needed to increase awareness of ASTI evidence and to institute linkages with official national data systems. Outcomes indicated both interest in the evidence and recognition of its merit. Greater outreach and connectivity with local institutions may be useful next steps. These findings lead to some general recommendations for improving the use of evidence, along with specific recommendations for the ASTI network approach moving forward. Shifting ownership of the data and systems to the regional and national levels-a key objective of the network approach-is a long-term undertaking. A transition period is needed, accompanied by a strategic plan to shift responsibility and action, first to the regional level and then to the national level where feasible.
