'A Constitution for the Socialist Commonwealth of Great Britain' is a fascinating work on social history and politics. Beatrice Potter Webb was born in Gloucester, England in 1858. Both her mother and brother died early in her childhood leaving her to be raised by her father, Richard Potter. He was a successful businessman with large railroad interests and many influential friends in politics and industry whose company the young Beatrice would become accustomed to. Upon reaching adulthood, Potter moved to London and helped her cousin, Charles, a social reformer, research his book The Life and Labour of the People in London. It was during this time that she was introduced to Sidney James Webb, who later became her husband and collaborator. The Webb's, together, wrote eleven volumes of work which arguably shaped the way subsequent scholars thought about sociology. They also collaborated on more than 100 books and articles on the conditions of factory workers, and the economic history of Britain, among other subjects. "

Excerpt: ... chapter iv the reorganisation of local government It is usual to underrate the magnitude, the range and the social importance of the part of government and administration which is not organised nationally, but is entrusted to the Local Authorities. Solemn treatises on the British Constitution scarcely mention the form or the power, the functions or the activities, of the Councils of Parishes, Rural and Urban Districts, Boroughs and Counties, and, indeed, the thousands of local governing bodies by which, in fact, the greater part of British public administration is conducted. In the first part of this book we dealt with the Local Authorities in their economic aspect as obligatory associations of consumers supplying the inhabitants of their several areas with an ever-widening range of commodities and services, and incidentally as having directly on their pay-rolls something like one million families, or nearly one-tenth of the whole population. We refrained from describing the chaotic state into which British Local Government has got, alike in areas of administration, in constitutional structure, and in confusion of powers and finances. We did so deliberately, because we foresaw that, when we came to our constructive proposals, we could neither explain nor justify them except in close connection with an explicit account of the need for local, as distinguished from national, administration, and of the deplorabl: condition into which the whole organisation of loci government has been allowed in Great Britain to fall. This is a two-volume work with entries on individuals who made some contribution to philosophy in the period 1900 to 1960 or soon after. Typically the individuals included have been born by 1935 and by now have made their main contributions. Contributions to the subject typically take the form of books or journal articles, but influential teachers and people otherwise important in the world of philosophy may also be included. There are special problems about the term "British" in the twentieth century, partly because of human migration, partly because of decolonialization and the changing denotation of the term. In the first category are included, for instance, a number of people who were born and educated in Britain but who subsequently taught in universities abroad.
