An authoritative study of attempts to deregulate and roll back the state in Britain from 1979-1997. Compliance cost assessment was the new tool used by the UK government to evaluate the likely impact of legislative proposals on business. The authors analyze the system and, using case studies, evaluate its performance as a technique of economic appraisal and as a way of controlling civil servants. Comparisons are made with the European Fiche d'impact and the American regulatory impact analysis. Given the considerable importance of CCA, and the dearth of literature on it, the book makes a significant contribution to the understanding of public policy-making.

Nicolas Buclet Waste management issues can be approached in several ways. The question of which treatment technique to adopt is essentially a downstream problem. In our view the issue needed to be tackled further upstream. Waste management is not only a technical problem, it is also an area which involves various actors throughout society. In this book, as in the previous volume (Buclet, Godard, 2000), the organisation of waste management is seen in terms of regimes. A regime is an entire form ofinstitutional, technical, economic and social organisation relating to a specific field, no matter how complex that field is. Regime formation is generally a long-drawn-out process, rooted in the multiple interactions of the actors involved. Legislation plays a crucial role but would not, of itself, lead to the formation of a regime. There is always the old question of causality and which element occurs first: the behaviour of actors who constitute the reality, or the legislation that models their behaviour? Besides legislation, other formal or informal conventions influence the behaviour of actors approaching a common path, making co ordination easier between them. In this book we have insisted on conventional principles. They are the real guides for actors within each national regime.

...an ideal information source for those involved in managing waste and recovering waste for use in products to produce revenue... (Food Science and Technology - review of Volume 1) This is a most welcome addition to the literature, likely to be essential study material for both technologists and process engineers. (The Chemical Engineer - review of Volume 1) Food processors are under pressure, both from consumers and legislation, to reduce the amount of waste they produce and to consume water and energy more efficiently. Handbook of waste management and co-product recovery in food processing provides essential information about the major issues and technologies involved in waste co-product valorisation, methods to reduce water and energy consumption, waste reduction in particular food industry sectors and end waste management. Opening chapters in Part one of Volume 2 cover economic and legislative drivers for waste management and co-product recovery. Part two discusses life cycle analysis and closed-loop production systems to minimise environmental impacts in food production. It also includes chapters on water and energy use as well as sustainable packaging. Part three reviews methods for exploiting co-products as food and feed ingredients, whilst the final part of the book discusses techniques for non-food exploitation of co-products from food processing. Provides essential information about the major issues and technologies involved in waste product valorisation Examines methods to reduce water and energy consumption in partciular food industry sectors Discusses the economic and legislative drivers for waste management and co-product recovery

The driving forces of energy degradation, according to the UN Environmental Program, are "the poverty of the majority and excessive consumption by the minority." These 22 contributed chapters blend analyses of renewable energy technologies (e.g., biomass, bioreactors, electrokinetic soil processing); cases studies of successes and failures from developing and developed countries; and considerations of climate, human health, and socioeconomic impacts. Grover, a natural resources consultant in Hamilton, Ontario, introduces the issues that fellow Canadian Marshall McLuhan alluded to in his observation that "The new clothing of the planet is garbage." Other introductory chapters present waste-to-energy and energy-from-waste perspectives. Replete with data tables and figures. Annotation copyrighted by Book News, Inc., Portland, OR.

This authoritative reference work provides a comprehensive review of the management, recycling and reuse of waste composites. These are issues which are of increasing importance due to the growing use of composites in many industries, increasingly strict legislation and concerns about disposal of composites by landfill or incineration. Part one discusses the management of waste composites and includes an introduction to composites recycling and a chapter on EU legislation for recycling waste composites. Part two reviews thermal technologies for recycling waste composites with chapters on pyrolysis, catalytic transformation, thermal treatments for energy recovery and fluidized bed pyrolysis. Part three covers mechanical methods of recycling waste composites. This section includes chapters on additives for recycled plastic composites, improving mechanical recycling and the quality and durability of mechanically recycled composites. Parts four discusses improving sustainable manufacture of composites, with chapters on environmentally-friendly filament winding of FRP composites, process monitoring and new developments in producing more functional and sustainable composites. Part five gives a review of case studies including end-of-life wind turbine blades, aerospace composites, marine composites, composites in construction and the recycling of concrete. With its distinguished editor and international team of contributors, Management, recycling and reuse of waste composites is a standard reference for anyone involved in the disposal or recycling of waste composites. Reviews the increasingly important issues of recycling and reuse as a result of the increased use of composites Discusses the management of waste composites and EU legislation with regards to recycling Examines methods for recycling, including thermal technologies and mechanical methods

Achieving a high quality of waste plastic materials and recycling processes is a key challenge in closing the resource loops for plastics. This report reviews the status and trends for plastic waste flows and treatment in Denmark, Finland, Norway and Sweden. Furthermore, it gives an overview of existing policy instruments and the main challenges for designing policy instruments for improved recycling of plastic waste in these Nordic countries. The report identifies potential market failures associated with closing the resource loops for plastics. It reviews the economics research literature on policy instrument design for achieving optimal recycling rates and makes policy recommendations from the Nordic perspective. Finally, it presents results from a survey on market conditions to managers in the recycling and plastic manufacturing industry in Sweden.
