This paper describes the evolution of poverty among pretos (black), pardos (brown/mixed) and brancos (white) from 2004 to 2014, and investigates whether along with the already known reduction of poverty in the period there was also reduction of the racial inequality of poverty. To do so, it presents the main indicators of the incidence, intensity and inequality of poverty for a broad set of poverty lines, from US$ PPP 0.10 to 10.00 per day per person. The indicators are decomposed to ascertain the contribution of each group to overall poverty, and the odds of pretos, pardos and brancos being poor are analyzed. The fall in poverty from 2004 to 2014 as a whole, and separately among pretos, pardos and brancos, was characterized for all lines. This decline was greater among pretos and pardos than among brancos, leading to a decrease in the racial inequality of poverty. Although it has declined, the racial inequality of poverty remains very high. In 2014, the level of poverty indicators for pretos and pardos was almost equal to that of brancos in 2004. In 2004, on the average of the poverty lines considered, the odds of pretos being poor were 2.5 times greater than brancos'; and the odds of pardos was 3.2 times higher. In 2014, the odds of pretos being poor was still 2.1 times greater than brancos', while that of pardos remained 2.6 times greater.

A hipótese deste trabalho afirma que há desigualdades de oportunidades reais entre brancos e negros no Brasil, mesmo em condição de pobreza. Para testá-la, foram levantados diversos indicadores de qualidade de vida dos pobres nas regiões metropolitanas de São Paulo e Recife. Os resultados encontrados são comparados aos estudos de desigualdades raciais existentes na literatura. Duas correntes da economia fornecem um instrumental teórico adequado para a interpretação das desigualdades encontradas. De um lado, a economia do bem estar social, tal qual desenvolvida por Amartya Sen, permite umna análise no plano microeconômico da pobreza, entendida como privação de capacidades. De outro lado, para a avaliação dos aspectos macroeconômicos da questão racial, utiliza-se o instrumental da economia política, que tem em sua base uma análise de classe. O trabalho pretende mostrar, além disso, que há mecanismos que atuam no sentido de manter os negros em piores condições de pobreza se comparados aos brancos. Estes mecanismos estão presentes nas diversas esferas da sociedade e constituem uma importante evidência de discriminação racial nas regiões analisadas.

Within the discipline of criminology and criminal justice, relatively little attention has been paid to the relationship between criminal law, punishment, and imperialism, or the contours and exercise of penal power in the Global South. Decolonizing the Criminal Question is the first work of its kind to comprehensively place colonialism and its legacies at the heart of criminological enquiry. By examining the reverberations of colonial history and logics in the operation of penal power, this volume explores the uneasy relationship between criminal justice and colonialism, bringing relevance of these legacies in criminological enquiries to the forefront of the discussion.
