As the United States enters the new century, technological advances have the power to transform commerce, the public sector, and how citizens interact. The book features a report prepared by Lawrence K. Grossman, former president of NBC News and PBS, and Newton Minow, former chairman of the FCC and PBS, two of the leading intellectuals on public telecommunications matters. Specifically, Grossman and Minow suggest creating a "Digital Information Trust," modeled after the Morrill Land-Grant Colleges Acts of the nineteenth century. The trust fund would be financed by revenues from the federal government's sale or lease of electromagnetic spectrum and would be used to support the work of a range of educational and nonprofit groups.Other contributors include Les Brown (Fordham University), Marion R. The Digital Economic Opportunity Committee (DEOC) was created by the National Policy Association (NPA) in 2001 to confront the critical national shortage of workers with the information technology (IT) skills needed for the information age economy. The committee oversaw an 18-month workforce development research project titled Crossing the Digital Divide to Digital Economic Opportunity. The project established that the IT skills gap crisis has impacted virtually all jobs. The following areas were identified as the most critical areas of long-term IT workforce development needed to build a digital workforce: (1) create lifelong learning systems for workers; (2) improve existing IT instruction; (3) increase worker IT training resources; and (4) enlarge the pool of IT workers. Recommended intermediate actions included improving IT instruction by upgrading current teachers' IT skills, increasing the use of IT in classrooms, and reaching out to nontraditional labor pools to recruit and train IT workers. The following items constitute approximately 70% of the document: profiles of successful IT workforce development programs at 25 U.S. firms; a list of 54 web sites of resource organizations; a brief profile of the NPA; lists of NPA officers and trustees and DEOC members; and a list of 14 selected NPA publications. Why the privatization of British Telecom signaled a pivotal moment in the rise of neoliberalism, and how it was shaped by the longer development and digitalization of Britain’s telecommunications infrastructure. When Margaret Thatcher sold British Telecom for £3.6 billion in 1984, it became not only, at the time, the largest stock flotation in history, but also a watershed moment in the rise of neoliberalism and deregulation. In Visions of a Digital Nation, Jacob Ward offers an incisive interdisciplinary perspective on how technology prefigured this pivot. Giving due consideration to the politicians, engineers, and managers who paved the way for this historic moment, Ward illustrates how the decision validated the privatization of public utilities and tied digital technology to free market rationales. In this examination of the national and, at times, global history of technology, Ward’s approach is sweeping. Utilizing infrastructure studies, environmental history, and urban and local history, Ward explores Britain’s nationalist and welfarist plans for a digital information utility and shows how these projects contested and adapted to the “market turn” under Margaret Thatcher.
