There are many histories of the police as a law-enforcement institution, but no genealogy of the police as a form of power. This book provides a genealogy of modern police by tracing the evolution of "police science" and of police institutions in Europe, from the ancien régime to the early 19th century. Drawing on the theoretical path outlined by Michel Foucault at the crossroads between historical sociology, critical legal theory and critical criminology, it shows how the development of police power was an integral part of the birth of the modern state’s governmental rationalities and how police institutions were conceived as political technologies for the government and social disciplining of populations. Understanding the modern police not as an institution at the service of the judiciary and the law, but as a complex political technology for governing the economic and social processes typical of modern capitalist societies, this book shows how the police have played an active role in actually shaping order, rather than merely preserving it.

Based on extensive research in several international contexts, this volume provides a nuanced assessment of the historical evolution of private security and its fluid, contested and mutually constitutive relationship with state agencies, public policing and the criminal justice system. This book provides an overview of the history of private security provision in its multiple forms including detective agencies, insurance companies, moral campaigners, employers’ associations, paramilitary organizations, self-protection and vigilantism. It also explores the historical evolution of private policing and security provision in a diverse set of temporal, national and international contexts and compares the interactions between public and private security bodies, structures, strategies and practices in different countries, cultures and settings. In doing so, the volume fills the existing gaps in historical knowledge about the emergence of private and public security organizations and provides a more robust understanding of changes in the division of responsibility for security provision, law enforcement and punishment between public and private institutions. This wide-ranging volume will be of great interest to scholars and students of history, criminology, sociology, political science, international relations, security studies, surveillance studies, policing, criminal justice and law.

The events of September 11, 2001, combined with a pattern of increased crime and violence in the 1980s and mid-1990s in the Americas, has crystallized the need to reform government policies and police procedures to combat these threats. Public Security and Police Reform in the Americas examines the problems of security and how they are addressed in Latin America and the United States. Bailey and Dammert detail the wide variation in police tactics and efforts by individual nations to assess their effectiveness and ethical accountability. Policies on this issue can take the form of authoritarianism, which threatens the democratic process itself, or can, instead, work to "demilitarize" the police force. Bailey and Dammert argue that although attempts to apply generic models such as the successful "zero tolerance" created in the United States to the emerging democracies of Latin America—where institutional and economic instabilities exist—may be inappropriate, it is both possible and profitable to consider these issues from a common framework across national boundaries. Public Security and Police Reform in the Americas lays the foundation for a greater understanding of policies between nations by examining their successes and failures and opens a dialogue about the common goal of public security.

In the days following 9/11, the United States reevaluated its national security policies. A new office, the Department of Homeland Security, was established. A sweeping new law called the Patriot Act was enacted to strengthen the surveillance and law enforcement capabilities of the CIA, FBI, and other law enforcement and intelligence agencies. The government dramatically increased funding for security measures. Although most Americans supported strengthening national security, the broad range of new powers granted to intelligence and law enforcement organizations made some people uneasy. There was the potential that these measures could infringe on Americans’ civil liberties, such as the freedom of speech, transparency of government, and a system of checks and balances within the government. How much freedom were Americans willing to sacrifice in the name of national security? After the initial panic caused by 9/11began to fade, lawmakers and citizens alike began to debate the ongoing security concerns as well the ramifications of increased security measures.

The Mexican government's full-frontal attack on the powerful drugs cartels has achieved mixed results. This book considers the issue from a variety of viewpoints. The essential argument is that the organized crime is best combated by institutional reforms directed at strengthening the rule of law rather than by a heavy reliance on armed force.

There are few textbooks available that outline the foundation of security principles while reflecting the modern practices of private security as an industry. Private Security: An Introduction to Principles and Practice takes a new approach to the subject of private sector security that will be welcome addition to the field. The book focuses on the recent history of the industry and the growing dynamic between private sector security and public safety and law enforcement. Coverage will include history and security theory, but emphasis is on current practice, reflecting the technology-driven, fast-paced, global security environment. Such topics covered include a history of the security industry, security law, risk management, physical security, Human Resources and personnel, investigations, institutional and industry-specific security, crisis and emergency planning, critical infrastructure protection, IT and computer security, and more. Currently, it vital that private security entities work with public sector authorities seamlessly—at the state and federal levels—to share information and understand emerging risks and threats. This modern era of security requires an ongoing, holistic focus on the impact and implications of global terror incidents; as such, the book’s coverage of topics consciously takes this approach throughout. Highlights include: Details the myriad changes in security principles, and the practice of private security, particularly since 9/11 Focuses on both foundational theory but also examines current best practices—providing sample forms, documents, job descriptions, and functions—that security professionals must understand to perform and succeed Outlines the distinct, but growing, roles of private sector security companies versus the expansion of federal and state law enforcement security responsibilities Includes key terms, learning objectives, end of chapter questions, Web exercises, and numerous references—throughout the book—to enhance student learning Presents the full range of career options available for those looking entering the field of private security Includes nearly 400 full-color figures, illustrations, and photographs. Private Security: An Introduction to Principles and Practice provides the most comprehensive, up-to-date coverage of modern security issues and practices on the market. Professors will appreciate the new, fresh approach, while students get the most "bang for their buck," insofar as the real-world knowledge and tools needed to tackle their career in the ever-growing field of private industry security. I have been associated with the security operations at various levels of jurisdictions from the National security policing (covert operations) to the Industrial/Commercial security setup; to Corporations proprietary security practice and supervision over the past three decades. In this stretch, I have come to be conscious of the vital necessity for comprehensive documentation of security and safety archetypes for the study of this unique profession in which reference materials for developing core and universal curricula for training or self improvement of security operatives are hard to come by. Mainly because most law enforcement agents or persons charged with security managements Law enforcement officers; Security Directors, Fire Safety Directors, the police and even Contract Security firms have hardly come to terms with the professional demands of this specialized professional calling which has assumed the centre stage of global reckoning of the present-day. With these concerns, I have designed this book to be a working companion to personnel and agencies in the security professional vocation along with students of peace and conflicts studies; criminology and security studies the Armed forces personnel and other National Security Agents (DSS, DIA, NIA, NAFDAC, NDLEA, etc.); the Para-military (Police, ICPC, EFCC, Customs & Excise and Immigrations departments, FRSC, NCDC, NEMA and a host of others). In essence, modern security outlook incorporates the Human Security schools of thought which is all about the practice of holistic and global security that is a shift from the traditional conception of National Security (a state-centred approach) to focus on the wellbeing of individuals, which is yet to be cultivated in the African continent resulting in enduring problems of disease, poverty, security adversities, violence and insurgences, human rights abuses and civil strives. The reference volumes afford abundant valuable materials on modern concepts of security meant to offer sound basic knowledge for security practitioners, contract security firms as well as for individual reading to boost security consciousness of the entire public which can be adapted, modified, rejected or used for the reader's own purposes. I therefore entrust this book to the kind consideration of security practitioners and managers in general, especially the certified national and international security and law enforcement professionals. I hope that the contents will be of material benefit to the entire security community because it is only when knowledge is applied specifically to the needs of a particular skill that it becomes of true value. Therein lays the reader's part.

Public Security in Federal Polities is the first systematic and methodical study to bring together the fields of security studies and comparative federalism. The volume explores the symbiotic relationship between public security concerns and institutional design, public administration, and public policy across nine federal country case studies: Brazil, Canada, Germany, India, Mexico, South Africa, Spain, Switzerland, and the United States. In addressing specific national security concerns and aspects of globalization that are challenging conventional approaches to global, international, regional, and domestic security, this volume examines how the constitutional and institutional framework of a society affects the effectiveness and efficiency of public security arrangements. Public Security in Federal Polities identifies differences and similarities, highlights best practices, and draws out lessons for both particular federations, and for federal systems in general. This book is essential reading for scholars, students, practitioners as well as policy- and decision-makers of security and federalism.

This book documents a systematic investigation into various aspects of policing in the People's Republic of China, including its scholarship, idea, origin, history, education, culture, reform, and theory. It approaches the study of Chinese policing from an indigenous perspective, informed by local empirical data. In proposing an innovative theory of community policing entitled «Police Power as a Social Resource Theory», the book seeks to look at crime as a personal problem, and police as a social resource, from the perspective of the people and not the state.
