Between 1415, when the Portuguese first used convicts for colonization purposes in the North African enclave of Ceuta, to the 1960s and the dissolution of Stalin's gulags, global powers including the Spanish, Dutch, Portuguese, British, Russians, Chinese and Japanese transported millions of convicts to forts, penal settlements and penal colonies all over the world. A Global History of Convicts and Penal Colonies builds on specific regional archives and literatures to write the first global history of penal transportation. The essays explore the idea of penal transportation as an engine of global change, in which political repression and forced labour combined to produce long-term impacts on economy, society and identity. They investigate the varied and interconnected routes convicts took to penal sites across the world, and the relationship of these convict flows to other forms of punishment, unfree labour, military service and indigenous incarceration. They also explore the lived worlds of convicts, including work, culture, religion and intimacy, and convict experience and agency.

Empire of Convicts focuses on male and female Indians incarcerated in Southeast Asia for criminal and political offenses committed in colonial South Asia. From the seventeenth century onward, penal transportation was a key strategy of British imperial rule, exemplified by deportations first to the Americas and later to Australia. Throughout the nineteenth century the idyllic island of Fernando de Noronha, which lies two hundred miles off Brazil's northeastern coast, was home to Brazil's largest forced labor penal colony. In Punishment in Paradise Peter M. Beattie uses Noronha as a case study to understand nineteenth-century Brazil's varied social and cultural values, especially in relation to justice, class, color, civil condition, human rights and labor. As Brazil’s slave population declined after 1850, the use of colonial-era disciplinary practices at Noronha—such as flogging and forced labor—stoked anxieties about human rights and Brazil’s international image. Beattie contends that the treatment of slaves, convicts, and other social categories subject to coercive labor extraction were interconnected and that reforms that benefitted one of these categories made them harder to deny to others. In detailing Noronha's history and the end of slavery as part of an international expansion of human rights, Beattie places Brazil firmly in the purview of Atlantic history.
