This monograph, based on newly declassified sources from Western and Russian archives as well as on communist texts about international law and neutrality, is the first English-language account of Soviet policy towards neutral yet capitalist Austria during the Cold War. In order to make neutrality a model for the West, the Kremlin presented the unique Soviet-Austrian relationship as a good example of peaceful coexistence and a showcase for the benefits a Western state might reap by declaring neutrality. This honor, however, had strings attached: The communist doctrine of neutrality contained obligations that were expected to make it possible to exploit neutral states as instruments of Soviet policy and bring them nearer the socialist bloc. While Austrian leaders were careful to avoid these pitfalls, Soviet interventions in Hungary and Czechoslovakia in 1956 and 1968 and interference into Austria's interpretation of neutral policy could not but deeply affect Austrian policy and the Soviet-Austrian honeymoon.

Some scholars assume pragmatic or material concerns drive China's foreign policy, while others believe the government was once and still is guided by Marxist ideology. Conducting rare interviews with the actual policy makers involved in these decisions, Sophie Richardson locates the true principles driving China's foreign policy since 1954's Geneva Conference. Though they may not be "right" in a moral sense, China's ideals are based on a clear view of the world and the interaction of the people within it-a philosophy that, even in an era of unprecedented state power, remains tied to the origins of the PRC as an impoverished, undeveloped state. The Five Principles of Peaceful Coexistence mutual respect for territorial integrity and sovereignty; nonaggression; noninterference; equality and mutual benefit; and peaceful coexistence live at the heart of Chinese foreign policy and set the parameters for international action. In this model of state-to-state relations, the practices of extensive diplomatic communication, mutual benefit, and restraint in domestic affairs become crucial to achieving national security and global stability.

World Peace aims to change all that and show that world peace is possible. Because the motives, rationales, and impulses that give rise to war - the quest for survival, enrichment, solidarity, and glory - are now better satisfied through peaceful means, war is an increasingly anachronistic practice, more likely to impoverish and harm us humans than satisfy and protect us. This book shows that we already have many of the institutions and practices needed to make peace possible and sets out an agenda for building world peace.
