Excerpt from A Guide to Income-Tax Practice This work has been undertaken in response to frequent inquiries for a Guide to Income Tax Practice, and in the expectation that it may serve to direct the public upon a difficult and complicated subject. The endeavour has been to produce a book which, while being useful to the general public, may also be instructive to those desirous of closely examining particular points of practice. With this object in view it has been thought better to incur the risk of erring on the side of fulness rather than to omit anything which might be useful. This idea has also been before us in the preparation of the copious index, which, it is hoped, will add to the value of the work as a book of reference. The cases quoted have been collected from the reports of the Commissioners of Inland Revenue and from the public Press, as well as from the recognised Accountant and other Law Reports. In every case the facts and the judgment have been cited in such detail that the reader may see the reasons for each decision. The aim has been to deal with the subject as the law stands rather than to criticise the state of the law, and it has not been thought advisable to enter into controversial matters, such as the incidence of the tax and anomalies in the administration of the Acts. Excerpt from A Guide to the Income Tax Acts: For the Use of the English Income Tax Payer MY aim in writing this book has been to provide the income tax payer in England with a guide to the enact ments scattered through, at least, four-and-twenty Acts of Parliament, in pursuance Of which that tax is assessed and levied. I have divided the book into four chapters; the first describes the O cials concerned in assessing, charging, and collecting, the tax; the second deals with the proper ties and profits which are the subjects of the tax; the third describes the methods of assessment and collection; and the fourth treats Of the allowances, abatements, and relief, which the income tax payer may claim on one ground or another, and Of the modes in which assessments erroneously made are corrected. In treating Of these topics I have used, as far as possible, the very words Of the Acts Of Parliament; and I hope it will be found that I have brought into something like an orderly arrangement all the enactments in the existing Acts relating to the income tax which concern the English income tax payer. Excerpt from Income Tax: Law and Accounting The writer makes no pretence at having produced a law book and at no time had that aim in view. This is intended merely to serve the purpose of a practical guide to those who, either for themselves or others, are called upon to prepare returns. Statements contained herein are predicated: first, upon the Income Tax Law enacted September 8, 1916, which was retroactive and took effect as of January 1, 1916; second, upon rulings by the Treasury Department thereon; and third, upon such rulings and court decisions under the Excise Tax of 1909 and the Income Tax Law of 1913, which are consistent and not in conflict with the requirements of the present law. An expression of gratitude is due to various officials and officers of Internal Revenue of the Treasury Department at Washington and New York for the courtesies shown to the writer in matters submitted to them, but this acknowledgment should not' be construed as an endorsement by them of the contents of this book.
