Drawdowns are different from normal Security Assistance procedures, and very important tools for furthering U.S. foreign policy objectives. Key players in the drawdown process are the Country Program/Financial Directors, as well as other personnel within DSCA. A drawdown is one of the very unique times when the Commander-in-Chief, placing full trust and confidence in you, empowers you to effect a change in international relations.
