Excerpt from A History of England From the Conclusion of the Great War in 1815, Vol. 3 The victory of Waterloo, and the arrangements which followed the battle, gave the great military nations of Europe nearly forty years of peace. The first-rate powers of the Themange_ Continent were not again arrayed in arms against merits after one another till an entire generation had passed waterloo' away. The lesser powers, however, did not derive the same advantages from the negotiations which followed the victory. Whole nations were handed over to czar or king without any reference to their own feelings. Countries whose geographical position made their annexation impracticable were consigned to the rule or misrule of their hereditary sovereigns. The restoration of the Bourbons to France was followed by the restoration of the Bourbons to Spain and Naples. The illus trious diploniatists of the Continent were too deeply interested in maintaining the divine right of kings to ignore the Claims of the minor potentates of Continental Europe. If he delay its publication till the whole is finished, he is more likely to produce a work calculated to deter readers from its bulk than to attract them from its completeness. If, on the contrary, he decide on publishing it in instalments, he is liable to the charge that his narrative is imperfect, and that he has omitted facts an account of which he has perhaps merely de ferred. In the present work an attempt has been made to avoid this difficulty by making each instalment of it, as far as possible, a complete whole. The period with which the author had to deal lent itself to this treat ment, and the object which he had in view was pro moted by this arrangement.
