Each coalition's agenda, or "grand strategy," has consequences at all levels: domestic, regional, and international. At home, coalitions struggle to define the internal allocation and management of resources, and to undermine their rivals. Throughout their regional neighborhoods, coalitions opposing internationalization often compete for dominance, sometimes militarily. Coalitions favoring internationalization, instead, often cooperate. At the global level, each coalition finds support for its "grand strategies" from different international institutions and from competing global economic trends. El presente es un trabajo de investigación que aborda el estudio de dos casos paradigmáticos en términos de conflicto o cooperación: la escalada nuclear India vs Pakistán de 1998 y, en el otro extremo, la alianza estratégica Brasil – Argentina, materializada en la ABACC, en materia de desarrollo nuclear y no proliferación, conceptualizando ambos conjuntos de casos como opciones de decisión estratégica. Como sustrato de tal decisión se asume que las identidades políticas determinan los intereses nacionales y constituyen un factor que condiciona la política exterior de un país, al tiempo que la política exterior es un instrumento para reconstruir o reproducir dichas identidades. A través de este enfoque se establecen las condiciones de posibilidad de extrapolación del modelo ABACC al histórico conflicto indo-pakistaní. Esta tesis integra, como antecedente, un largo proceso de investigación en materia nuclear y su relación con los procesos de construcción de identidades nacionales, así como la emergencia de un stock de discursos hegemónicos que expresaron las relaciones de poder y sus transformaciones históricas en torno a la dialéctica amigo / enemigo, elementos que intentan aportar nuevas perspectivas a esta compleja temática.
