A major advance in international relations theory, Regional Orders at Century's Dawn skillfully uses a key issue--internationalization--to clarify other recent debates, from the notion of a democratic peace to the relevance of security dilemmas, nationalism, and the impact of international institutions. The author discusses in rich detail the Middle East, Latin America's Southern Cone, and the Korean peninsula, and builds on examples drawn from almost every other region of the world. As Solingen demonstrates, economic liberalization--with its dramatic political and economic consequences--invariably attracts supporters and detractors, who join in coalitions to advance their agendas. Each coalition's agenda, or "grand strategy," has consequences at all levels: domestic, regional, and international. At home, coalitions struggle to define the internal allocation and management of resources, and to undermine their rivals. Throughout their regional neighborhoods, coalitions opposing internationalization often compete for dominance, sometimes militarily. Coalitions favoring internationalization, instead, often cooperate. At the global level, each coalition finds support for its "grand strategies" from different international institutions and from competing global economic trends. Solingen's concept of "grand strategy" proposes more than a theory of foreign policy and explains the role of nationalism and ethno-religious revivalism in the politics of liberalization.

Much attention has focused on the ongoing role of economics in the prevention of armed conflict and the deterioration of relations. In The Political Economy of Transitions to Peace, Galia Press-Barnathan focuses on the importance of economics in initiating and sustaining peaceful relations after conflict. Press-Barnathan provides in-depth case studies of several key relationships in the post-World War II era: Israel and Egypt; Israel and Jordan; Japan, the Philippines, and Indonesia; Japan and South Korea; Germany and France; and Germany and Poland. She creates an analytical framework through which to view each of these cases based on three factors: the domestic balance between winners and losers from transition to peace; the economic disparity between former enemies; and the impact of third parties on stimulating new cooperative economic initiatives. Her approach provides both a regional and cross-regional comparative analysis of the degree of success in maintaining and advancing peace, of the challenges faced by many nations in negotiating peace after conflict, and of the unique role of economic factors in this highly political process. Press-Barnathan employs both liberal and realist theory to examine the motivations of these states and the societies they represent. She also weighs their power relations to see how these factor into economic interdependence and the peace process. She reveals the predominant role of the state and big business in the initial transition phase ("cold" peace), but also identifies an equally vital need for a subsequent broader societal coalition in the second, normalizing phase ("warm" peace). Both levels of engagement, Press-Barnathan argues, are essential to a durable peace. Finally, she points to the complex role that third parties can play in these transitions, and the limited long-term impact of direct economic side-payments to the parties.

China’s Challenges and International Order Transition introduces an integrated conceptual framework of “international order” categorized by three levels (power, rules, and norms) and three issue-areas (security, political, and economic). Each contributor engages one or more of these analytical dimensions to examine two questions: (1) Has China already challenged this dimension of international order? (2) How will China challenge this dimension of international order in the future? The contested views and perspectives in this volume suggest it is too simple to assume an inevitable conflict between China and the outside world. With different strategies to challenge or reform the many dimensions of international order, China’s role is not a one-way street. It is an interactive process in which the world may change China as much as China may change the world. This book explains cooperative and confrontational regional orders in the post-Cold War era. Applying a push-and-pull framework to the evolution of regional orders, the book’s theoretical section compares regional dynamics and studies the transformation and authority of governing arrangements among key regional actors who manage security and institutional cooperation. This presents a novel approach to comparing non-Western regional orders, and helps forge a better integration between International Relations disciplinary approaches and area studies. The empirical section analyzes Central Eurasia and South America within the period 1989-2017, using case studies and interviews with decision-makers, practitioners and experts. The volume demonstrates that soft engagement strategies from extra-regional great powers and internationalist domestic coalitions framed in a stable democratic polity are forces for peaceful interaction, while hard engagement strategies from great external powers plus nationalist coalitions within democratic backsliding in key regional powers present negative outlooks for regional cooperation.
