Excerpt from A Living Wage The present volume is little more than half as large as the first edition Of this work. The first two chapters Of the original edition have been almost entirely omitted because part Of the subject matter is no longer as timely as it was in 1906, while the remainder is not absolutely essential. For similar reasons the seven chapters forming the third section Of the work as it first appeared, have been left out Of the present edition. In the ten chapters that have been retained, a few changes have been made, either for the sake Of brevity or in order to bring certain statistical and other statements up to date. In its revised and abridged form, the work is intended primarily for those who wish to Obtain a compre hensive idea of the subject in the smallest possible compass. The writer hopes that it will be found to contain nothing superfluous, and yet to embrace everything that the average reader cares to know concerning the ethical, economic and legal aspects Of the living wage question. Excerpt from The Living Wage Mr. Philip Snowden has given us, in his contribution to a series which I have the honour to edit, a very vital and illuminating contribution to a great controversy of the day. His essay is wide in its outlook, clear in its reasoning, cogent in its conclusions. It cannot fail to produce a great effect on public opinion at a formative period in this great debata. The demand for a "living wage" - for a fixed limit, below which in any trade or employment sheer competition shall not drive the earnings of tho working man or woman - is the direct result of the human experience of the last hundred years. For it is now almost a century since Great Britain turned its back on the principle of fixing wages by law. Led by the economic thinkers of the early nineteenth century - who reflected the needs of a time which required, above all things, a plentiful supply of labour free, fluid and cheap - our grandfathers rushed to repeal every check in the power of the open market to give to every labourer his price. Human labour - so they preached-differed in no way from any other human commodity. Its price should be governed About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Living Wage (Adult Males), 1918 The hearing of this inquiry took a long time, much longer than I anticipated, though, no doubt, similar inquiries in other countries have taken still longer and have been carried out more elaborately. I feel greatly indebted to the parties for the generous response which they have made to my appeal to them for assistance. The trouble and expense to which they must have been put are con siderable, and the amount of work surprising. The materials thus put before me are valuable, and have helped me much, though I have occasionally realised that the inquiry was of such importance and extent as to have been perhaps more properly undertaken by a Commission with the public purse behind it than by private persons, whose sacrifices cannot reasonably be expected to be unlimited. Its importance consists in this, that it afiects every employee and every employer in the State. All wages depend more or less upon the fixing of the basic or living wage, and that that should be fixed with fairness to all parties is, therefore, a matter of high consequence. I wish that I could have obtained even further materials, but I must do what I can with those at my command. Excerpt from A Living Wage by Legislation: The Oregon Experience The minimum wage movement is not an isolated program; it is an integral part of a general campaign for the establish ment of minimum standards of public health and well-being. It is intimately associated with the demand for the limitation of hours of labor; for accident prevention; for regulation of light, air, congestion and sanitation in the housing of the multitude for social insurance against accidents, sickness, old-age and unemployment; for popular education and indus trial training. Excerpt from The Living Wage of Women Workers: A Study of Incomes and Expenditures of 450 Women in the City of Boston The question of the living wage for the woman worker is hardly touched at all in the existing literature of work and wages. There are numerous studies of women's work, but they do not deal with the living wage; there are also various treatises on the latter subject, but they do not discuss it with reference to women workers. The need of definite information on the cost of living for the wage-earning woman is a real one. A few years ago a group of working women, in making a demand upon their employer for higher wages, declared, We cannot live on what we earn. The employer inquired, Then what wages can you live on? No one of the women could answer the question definitely or in any other way than by an estimate of her own individual needs. In general, the employer who wishes to pay a living wage to his women employes cannot tell what the amount should be. The determination of standards of expenditure and remuneration for women is thus a matter not merely of academic interest, but really of practical importance.
