Despite the non-territorialised strategic goals of the EU 2020 Strategy, the long-term aim of EU Cohesion Policy to promote harmonious development of the European territory – social, economic, and ‘territorial cohesion’ – remains a central goal of achieving a more cohesive EU territory. This book examines the ‘territorial dimension’ of EU Cohesion Policy, specifically assessing territorial impacts at the various spatial levels, engaging theoretically and empirically with the notion and role of the ‘territorial dimension’ within a strongly fragmented EU policymaking process, and examining more generally EU Cohesion Policy, as the main driver of the EU territorial development process. It provides an updated and fresh theoretical discussion on the precise meaning of the ‘territorial dimension’ of policies and the relatively recent EU policy evaluation technique, known as ‘Territorial Impact Assessment’ (TIA). Assessing the history, relevance, efficiency and effectiveness of these procedures, it presents several empirical findings on the implementation of specific territorial-focus and place-based financial instruments, as part of the Territorial Agendas and the EU goal of achieving a more integrated, territorial approach. There are a number of reasons for considering the cross-border dimension of Bavarias spatial development at the present time. First, there is a new awareness of cross-border development issues on the level of the federal state of Bavaria. This is particularly related to the border between Bavaria and the Czech Republic, which is so historically and politically complex that it has long been difficult to address on the Prague-Munich diplomatic level. Tangible developments have recently been seen here on the middle level. At the same time the start of the macro-regional strategy EUSALP has led to increased discussion of spatial development instruments in the Alpine region. Second, the significance of borders was placed on the political agenda with unexpected force by the flows of refugees that largely began in 2015. After many years of widespread talk of a borderlessEurope, debates about refugee policies and border controls have made clear that the internal European borders still have considerable political significance. In Bavaria this mainly affects its border region with Austria. Third, a new impetus in cross-border cooperation on the European level can be identified: in recent years the focus was on activities in the immediate border area based on INTERREG-A and Euroregions. These remain important, but there is also a new impetus on the higher level, where macro-regions and numerous bilateral and multilateral forms of cooperation are creating new constellations. In Bavaria this can be seen particularly in the relatively new European Region of Danube-Vltava and through involvement in the Danube and Alpine macro-regions.

This book investigates the origins and dynamics of sub-regional phenomena based on international river basins, namely the Mekong and Danube rivers. It emphasizes the integration process of the Greater Mekong Sub-region and the European Strategy for the Danube Region, which are located in two different geopolitical and structural settings—one in Southeast Asia in the regional context of the Association of Southeast Asian Nations (ASEAN), and the other in Central and Eastern Europe within the regional context of the EU. By comparing two unique case studies within different structural settings, additional and valuable insights into the occurrence and formation of sub-regional integration processes are provided, enabling an evaluation of similarities and differences. Understanding sub-regional integration dynamics requires not only ‘looking upward’ to the regional and even the global level, but indeed ‘looking downwards’ to the local level. After all, sub-regional integration processes are generally described as ‘bottom-up’ processes, based on local interests and expectations. Despite the growing number of sub-regional projects, sub-regionalism remains inadequately studied in the field of political science, and, as such, this book offers unique contributions to the understanding of sub-regional integration processes. Through theoretical discussions and case studies, this volume explores how processes of contestation about knowledge, norms, and governance processes shape efforts to promote sustainability through international environmental governance. The epistemic communities literature of the 1990s highlighted the importance of expert consensus on scientific knowledge for problem definition and solution specification in international environmental agreements. This book addresses a gap in this literature – insufficient attention to the multiple forms of contestation that also inform international environmental governance. These forms include within-discipline contestation that helps forge expert consensus, inter-disciplinary contestation regarding the types of expert knowledge needed for effective response to environmental problems, normative and practical arguments about the proper roles of experts and laypersons, and contestation over how to combine globally developed norms and scientific knowledge with locally prevalent norms and traditional knowledge in ways ensuring effective implementation of environmental policies. This collection advances understanding of the conditions under which contestation facilitates or hinders the development of effective global environmental governance. The contributors examine how attempts to incorporate more than one stream of expert knowledge and to include lay knowledge alongside it have played out in efforts to create and maintain multilateral agreements relating to environmental concerns.
