Dr Hudson Mtegha has worked in the Southern African mining industry for over thirty years and is a qualified mining engineer and mineral economist. He has worked in the private sector as a mining engineer and in government. He was a Mineral Economist with the SADC Mining Coordinating Unit and with Johannesburg-based Minerals and Energy Policy Centre for five years. He was also a senior mineral economist at Mintek in Mineral Economics and Strategy Unit. He has worked extensively on the policy issues on mineral sector of the SADC and the African mining initiatives. He is a senior lecturer at the University of the Witwatersrand (South Africa) in the School of Mining Engineering. The development of mineral resources follows policies crafted by host countries and can bring significant benefits to citizens. Policy formulation is a consultative process where there is a sharing of ideas between stakeholders on what policy should address. The process should take into account the fact that the mineral sector is only part of the national economy and as such the mineral policy should fit within the broad framework of the overall national development policy of a country. This book provides a process of how to achieve this, using practical examples in the Southern African Development Community (SADC). The process may also be used in mineral policy review. This can lead to a regional policy hence a strong element in regional integration.
