A concept for modeling multisensor intelligence systems is described, and a related set of procedures is presented for analyzing and evaluating the performance of such systems. The methodology provides for replication of system performance by using computer simulation models for various kinds of sensors, combining the inputs introduced into the system by the specified sensor mix, and transforming the combined inputs into an integrated output for the system as a whole. Particular attention is given to the method used for combining multisensor collection system performance data into a representation of overall intelligence output capability. Special emphasis also is placed upon the subsequent use of the data in this output representation for evaluative purposes. The concept is presented both in the specific context of an order-of-battle intelligence system and in a more generalized frame of reference. (Author).

An agent in a multi-agent system (MAS) has to generate plans for its individual goal, but these plans may con?ict with those that are already being scheduled or executed by other agents. It must also be able to complete its planning and resolution of these con?icts within a reasonable time to have an acceptable quality plan. Although we adopt hierarchical planning (HP, for example, see [7, 12]) using the decision-theoretic planning (DTP) approach [6] for ef?cient planning, it is not trivial to apply HPO to MAS. In HP, appropriate (abstract) plans are selected level by level to maximize the utility U (p), where where p is the expected ?nal plan comprising a sequence of primitive actions. However, in the MAS context, con?icts between agents affect the ef?ciency and quality of resulting plans. When a con?ict is found at lower levels, an additional sophisticated process for avoiding it (con?ict resolution) must be invoked and some extra actions (such as waiting for synchronization and detouring) may have to be added to the plan. The con?ict resolution process may become costly or fail. Even a single con?ict, if it is dif?cult to resolve, will result in a plan with considerably lower quality than it otherwise would have. As a result, in multi-agent systems, the second- or third-best plans may result in better overall performance.

Most ofthe computer-aided engineering applications were . restricted to algorithmic computations, such as finite element programs and circuit analysis programs. However, a number ofproblems encountered in en gineering are not amenable to purely algorithmic solutions. These problems are often ill-structured; the term ill-structured problems is used here to de note problems that do not have a clearly defined algorithmic solution. An experienced engineer deals with these ill-structured problems using his/her judgment and experience. The knowledge-based systems (KBS) technology, which emerged out of research in artificial intelligence (AI), offers a method ologyto solve these ill-structuredengineering problems. The emergenceofthe KBS technology can be viewed as the knowledge revolution: other important events that led to increased productivity are the industrial revolution (17th century); the invention of the transistor and associated developments (first half of the 20th century); and the world-wide web (towards the end of the 20th century). Kurzweil, in a lecture at M. LT on December 3, 1987, linked the progress of automation to two industrial revolutions: the first industrial PREFACE xxxii revolution leveraged our physical capabilities, whereas the second industrial revolution - the knowledge revolution - is expected leverage oUr mental ca pabilities.
