The paper attempts to establish a generalized approach to systems evaluation. A fundamental perspective on systems evaluation is formulated by applying the rudimentary principles of evaluation to the system concept. Systems may be evaluated on the basis of their structural, operational or performance characteristics. A modular approach is recommended as most valid and practical for general systems evaluation. The modular concept is employed to establish requirements for the evaluation of intelligence systems and some applicable modeling concepts are described. An annotated bibliography of some literature related to systems evaluation is included as an appendix. (Author).

A book in the Systems Evaluation, Prediction, and Decision-Making Series, Systems Evaluation: Methods, Models, and Applications covers the evolutionary course of systems evaluation methods, clearly and concisely. Outlining a wide range of methods and models, it begins by examining the method of qualitative assessment. Next, it describes the process and methods for building an index system of evaluation and considers the compared evaluation and the logical framework approach, analytic hierarchy process (AHP), and the data envelopment analysis (DEA) relative efficiency evaluation method. Unique in its emphasis on the practical applications of systems evaluation methods and models, the book introduces several new evaluation models of grey system, including general grey incidence model, grey incidence models based on similarity and closeness, grey cluster evaluation based on triangular whitenization functions, and multi-attribute grey target decision model. Explaining intricate concepts in language that is easy to understand it provides step-by-step explanations of the various methods and models. The text illustrates the practical application, analysis, and computation of systems evaluation methods and models with an abundance of practical examples and empirical studies. The case studies examine post evaluation of road-bridge construction projects, the efficiency evaluation of the science and technology activities, the evaluation of energy-saving projects in China, and the evaluation and selection of international cooperation projects.

Progressing towards sustainable development raises important challenges to conducting performance evaluations in governments because there are neither generally accepted methods nor specific standards to be met at present. Sustainability Performance Evaluation System in Government, makes a conceptual contribution to public sustainability performance evaluation and develops a set of framework indicators with the help of the strategic and comprehensive approach “Sustainability Balanced Scorecard”. As a conceptual basis for the further research and application, this volume will be of great interest to researchers and practitioners at many levels of environmental / sustainability, public management and strategic control studies. Evaluators will find methodological approaches and applied tools for their work. Decision-makers and managers will find it valuable to manage the social, economic and environmental issues in a balanced and integrated manner. Governments will also find it helpful in assisting them in establishing an evaluation system towards sustainable development.

Other approaches are based on considering (1) periodic changes in structure as for processes of self-organisation; (2) non-periodic but coherent changes in structure, as for processes of emergence; (3) the quantum level of description. Papers in the book study the problem considering its transdisciplinary nature, i.e., systemic properties studied per se and not within specific disciplinary contexts. The aim of these studies is to outline a transdisciplinary theory of change in systemic properties. Such a theory should have simultaneous, corresponding and eventually hierarchical disciplinary aspects as expected for a general theory of emergence.

This volume contains the papers presented at IALCCE2018, the Sixth International Symposium on Life-Cycle Civil Engineering (IALCCE2018), held in Ghent, Belgium, October 28-31, 2018. It consists of a book of extended abstracts and a USB device with full papers including the Fazlur R. Khan lecture, 8 keynote lectures, and 390 technical papers from all over the world. Contributions relate to design, inspection, assessment, maintenance or optimization in the framework of life-cycle analysis of civil engineering structures and infrastructure systems. Life-cycle aspects that are developed and discussed range from structural safety and durability to sustainability, serviceability, robustness and resilience. Applications relate to buildings, bridges and viaducts, highways and runways, tunnels and underground structures, off-shore and marine structures, dams and hydraulic structures, prefabricated design, infrastructure systems, etc. During the IALCCE2018 conference a particular focus is put on the cross-fertilization between different sub-areas of expertise and the development of an overall vision for life-cycle analysis in civil engineering. The aim of the editors is to provide a valuable source of cutting edge information for anyone interested in life-cycle analysis and assessment in civil engineering, including researchers, practising engineers, consultants, contractors, decision makers and representatives from local authorities.

Evaluation theory and practice today are characteristically pluralistic, embracing diverse perspectives, methods, data, and values within and across studies that aim to generate more insightful and meaningful evaluative claims. This volume of New Directions for Evaluation seeks to strengthen the promise of pluralistic evaluation by advancing an enhanced conceptual framework for planning and implementing mixed-method evaluation studies. Previous mixed-method work has concentrated on the technical level of method, focusing on combining qualitative and quantitative methods within one evaluation study. The present mixed-method volume addresses the philosophical level of paradigm, analyzing the challenges of combining in one study different, even conflicting, assumptions about the nature of social phenomena and our claims to know them. The volume argues for a shift in the mixed-method conversation. The shift would be away from a preoccupation with explicit assumptive differences among paradigms, such as objectivity-subjectivity and realism-relativism, and toward other characteristics of social inquiry traditions. Such characteristics define these traditions in important ways but are not logically irreconcilable. The significant advance here is to redirect the bases for mixing methods away from what may well be incommensurable philosophical assumptions and toward other inquiry characteristics that can more productively share a common analytic space. Through analysis of illustrative cases, this volume presents an array of conceptual and practical ideas for promising mixed-method inquiry directions. This is the 74th issue of the quarterly journal New Directions for Evaluation. For more information on the series, please see the Journals and Periodicals page.

Design And Systems written by Arne Collen and has been published by Transaction Publishers this book supported file pdf, txt, epub, kindle and other format this book has been release on with Philosophy categories.

Praxiology starts from the point of view of effectiveness. It has three components: analysis of concepts involving purposive actions; critique of modes of action from the viewpoint of efficiency; and normative advisory aspects in recommendations for increasing human efficiency. The third volume of this series aims to make more visible to the English readership the importance of design throughout the many disciplines, professions, and arenas of human endeavor. Design is a pervasive part of our daily lives to such an extent that it goes largely unnoticed. It has become a near invisible aspect of our civilized existence. But when we stop for a moment to study an artifact, activity, group, and institution, or any entity or life process, we can begin to see and imagine the design, the designing, and the human designers who contributed to it. Design and Systems represents a set of contributions made to the methodological study of design. Chapters and contributors include: "Toward Metamedicine" by Kazem Sadegh-Zadeh; "Design Engineering Methodologies in English and German Language Regions and Influences of Culture" by Wolfgang E. Eder; "Systems Methodology and Design" by Gerald Nadler; "Problem Forming, Problem Finding, and Problem Solving in Design" by Herbert A. Simon; and "Design: A Journey to the Future" by Bela H. Banathy, Design and Systems continues the trend of original research done in a little-known, but important area. It will be an enlightening read for sociologists, philosophers, and scholars interested in the study of design.
