On-site construction activities can result in significant mobility and safety impacts to road users. The presence of work zone can also result in inconvenience to local business and community, noise and environmental impacts. Minimizing the adverse impacts of work zones has become a higher priority especially since the inception of the FHWA Rule on Work Zone Safety and Mobility (23 CFR 630 Subpart J). Work zone road user costs (WZ RUC) provide the economic basis for quantifying these adverse impacts which can then be used for effective decision-making to improve work zone mobility and safety. This report provides practitioners with information on WZ RUC analysis concepts and their applications using case studies drawn from real world projects. WZ RUC primarily refers to monetized components of mobility and safety impacts; increasingly, non-monetary and qualitative components, such as environmental, business, and societal impacts, are being utilized. In this report, each of the monetary components is explored and the computations of these components are illustrated using examples. It presents step-by-step procedures to derive unit costs for monetary components. It lists the cost sources for each cost component as well as the ways to update those using economic indices. It also explores input requirements and various tools available for use in WZ RUC analysis. This report presents the application of both monetary and qualitative components of WZ RUC in MOT alternative analysis using a decision analysis framework. Another key application of WZ RUC is in selecting appropriate project delivery/contracting strategies to minimize WZ RUCs and related impacts through early project completion. Approaches for determining an appropriate level of incentives and disincentives are also discussed. Three “real-world” case studies from the Highways for LIFE program are presented to demonstrate the applications of WZ RUCs in selecting the preferred Maintenance of Traffic (MOT) alternatives and project delivery/contracting strategies.

Historically, the Ohio Department of Transportation (ODOT) has used QUEWZ to estimate road capacities for proposed lane closures which fall outside of the Permitted Lane Closure Map, as per Policy No. 21-008(P). The resulting capacity is included in the process for predicting queue lengths outlined in Section 640-13.2 of ODOT's Traffic Engineering Manual. QUEWZ is also identified in ODOT's Innovative Contracting Manual to estimate the capacities for calculating road user costs. The current problem is that QUEWZ is not compatible with current versions of Windows and no longer supported by the developer. Therefore, ODOT needs a replacement for QUEWZ. A new queue analysis tool was developed to meet the needs of the ODOT District Work Zone Traffic Managers for conducting queue length analyses. It is based on the 2010 Highway Capacity Manual capacity formulation for short term work zones and estimates the size and length of the queue and the associated delay for up to 24, 1 hour time intervals. A new road user cost tool was also developed, which calculates the travel costs, operating costs and crash costs of roadway construction projects, suitable for establishing monetary incentives for innovative contracting methods. These tools replace the use of QUEWZ and two existing ODOT spreadsheets.

The Virginia Department of Transportation (VDOT) occasionally includes an incentive/ disincentive for early completion (I/D) in its construction contracts. This report presents the results of a project to identify procedures that would (1) enhance the effectiveness and enforceability of the I/D provision and (2) reduce the staff time and effort necessary to determine the need for an I/D and to calculate an appropriate per-day dollar amount. The researcher first reviewed the relevant literature pertaining to construction contracts and to road user cost calculation, and then evaluated the available user cost methodologies, especially computer software. Next, the researcher surveyed the current use of I/D provisions in Virginia and other states, and described VDOT's current project development process, with special emphasis on the user cost data that are typically generated during that process. The report makes five conclusions. First, various forms of I/D, though known by a variety of names, are fundamentally similar. Second, use of an incentive rather than a disincentive alone enhances the enforceability of the disincentive clause, though it may increase the final cost of the contract. Third, cost-plus-time bidding enhances the effectiveness of the incentive clause and the enforceability of the disincentive clause. Fourth, the end of the design public hearing is a logical point for VDOT to judge the need for an I/D. Fifth, road user cost savings calculated from the output of the Highway Capacity Software already in common use in VDOT forms a legally sound justification for a per-day dollar I/D amount.
