La dependencia de la economía europea de la energía y junto con la escasez de recursos naturales contribuyen a la vulnerabilidad de la industria, ponen en cuestión su competitividad y amenazan con que la energía nuclear puede volver a ocupar un papel protagonista. La liberalización de los mercados de las principales fuentes de energía, el abastecimiento, la protección del medio ambiente, pero también la seguridad nuclear, el comercio internacional de productos energéticos y el papel de las empresas energéticas son algunos de los principales temas que, sobre todo en la última década, se han consolidado en la UE y está emergiendo lentamente también en la comunidad mundial. La expansión de la red y la sincronización siguen dependiendo principalmente de las condiciones económicas y geográficas y a pesar de compartir un marco político y jurídico, la integración técnica y de mercado dentro de la UE se ha producido de forma muy desigual y con gran retraso. No es ningún secreto que las grandes potencias buscan controlar los flujos eléctricos como forma de proyectar el poder político y establecer espacios centralizados o jerarquizados. En cualquier caso, el objetivo de una verdadera "unión de la energía" debería ir acompañado de unas acciones coordinadas en la Unión

South Asia has grown rapidly with significant reductions in poverty, but it has not been able to match the fast-growing working age population, leading to lingering concerns about jobless growth and poor job quality. Could export growth in South Asia result in better labor market outcomes? The answer is yes, according to our study, which rigorously estimates—using a new methodology—the potential impact from higher South Asian exports per worker on wages and employment over a 10-year period. Our study shows the positive side of trade. It finds that increasing exports per worker would result in higher wages—mainly for better-off groups, like more educated workers, males, and more-experienced workers—although less-skilled workers would see the largest reduction in informality. How can the benefits be spread more widely? Our study suggests that scaling up exports in labor-intensive industries could significantly lower informality for groups like rural and less-educated workers in the region. Also, increasing skills, and participation of women and young workers in the labor force could make an even bigger dent in informal employment. The region could achieve these gains by: (i) boosting and connecting exports to people (e.g., removing trade barriers and investment in infrastructure); (ii) eliminating distortions in production (e.g., by more efficient allocation of inputs); and (iii) protecting workers (e.g., by investing in education and skills).

Relations between the European Union (EU) and the Gulf Cooperation Council (GCC) are at a crossroads. After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation.
