The transformation from an undifferentiated public to a surfeit of interest groups has become yet another distinguishing feature of the increasing polarization of American politics. Jill Edy and Patrick Meirick contend that the media has played a key role in this splintering. A Nation Fragmented reveals how the content and character of the public agenda has transformed as the media environment evolved from network television and daily newspapers in the late 1960s to today’s saturated social media world with 200 cable channels. The authors seek to understand what happened as the public’s sense of shared priorities deteriorated. They consider to what extent our public agenda has “fallen apart” as attention to news has declined, and to what extent we have been “driven apart” by changes in the issue agendas of news. Medicaid is the single largest public health insurer in the United States, covering upwards of 70 million Americans. Crucially, Medicaid is also an intergovernmental program that yokes poverty to federalism: the federal government determines its broad contours, while states have tremendous discretion over how Medicaid is designed and implemented. Where some locales are generous and open handed, others are tight-fisted and punitive. At his 1994 inauguration, South African president Nelson Mandela announced the “Rainbow Nation, at peace with itself and the world.” This national rainbow notably extended beyond the bounds of racial coexistence and reconciliation to include “sexual orientation” as a protected category in the Bill of Rights. Yet despite the promise of equality and dignity, the new government’s alliance with neoliberal interests and the devastation of the AIDS epidemic left South Africa an increasingly unequal society. Prismatic Performances focuses on the queer embodiments that both reveal and animate the gaps between South Africa’s self-image and its lived realities. It argues that performance has become a key location where contradictions inherent to South Africa’s post-apartheid identity are negotiated. The book spans 30 years of cultural production and numerous social locations and includes: a team of black lesbian soccer players who reveal and redefine the gendered and sexed limitations of racialized “Africanness;” white gay performers who use drag and gender subversion to work through questions of racial and societal transformation; black artists across the arts who have developed aesthetics that place on display their audiences’ complicity in the problem of sexual violence; and a primarily heterosexual panAfrican online soap opera fandom community who, by combining new virtual spaces with old melodramatic tropes allow for extended deliberation and new paradigms through which African same-sex relationships are acceptable. Prismatic Performances contends that when explicitly queer bodies emerge onto public stages, audiences are made intimately aware of their own bodies’ identifications and desires. As the sheen of the New South Africa began to fade, these performances revealed the inadequacy and, indeed, the violence, of the Rainbow Nation as an aspirational metaphor. Simultaneously they created space for imagining new radical configurations of belonging.

Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to inter-national organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy. Contrary to widely held assumptions, the idea of a progressive weakening of the nationstate does not prove tenable.

Fragmented Memories is a beautifully rendered exploration of how, during the 1990s, socially and economically marginalized people in the northeastern Indian state of Assam sought to produce a past on which to base a distinctive contemporary identity recognized within late-twentieth-century India. Yasmin Saikia describes how groups of Assamese identified themselves as Tai-Ahom—a people with a glorious past stretching back to the invasion of what is now Assam by Ahom warriors in the thirteenth century. In her account of the 1990s Tai-Ahom identity movement, Saikia considers the problem of competing identities in India, the significance of place and culture, and the outcome of the memory-building project of the Tai-Ahom. Assamese herself, Saikia lived in several different Tai-Ahom villages between 1994 and 1996. She spoke with political activists, intellectuals, militant leaders, shamans, and students and observed and participated in Tai-Ahom religious, social, and political events. She read Tai-Ahom sacred texts and did archival research—looking at colonial documents and government reports—in Calcutta, New Delhi, and London. In Fragmented Memories, Saikia reveals the different narratives relating to the Tai-Ahom as told by the postcolonial Indian government, British colonists, and various texts reaching back to the thirteenth century. She shows how Tai-Ahom identity is practiced in Assam and also in Thailand. Revealing how the “dead” history of Tai-Ahom has been transformed into living memory to demand rights of citizenship, Fragmented Memories is a landmark history told from the periphery of the Indian nation.
