The steep rise in neighborhood associations in post-Katrina New Orleans is commonly presented in starkly positive or negative terms – either romanticized narratives of community influence or dismissals of false consciousness and powerlessness to elite interests. In A Neighborhood Politics of Last Resort Stephen Danley offers a messier and ultimately more complete picture of these groups as simultaneously crucial but tenuous social actors. Through a comparative case study based on extensive fieldwork in post-Katrina New Orleans, Danley follows activists in their efforts to rebuild their communities, while also examining the dark underbelly of NIMBYism ("not in my backyard"), characterized by racism and classism. He elucidates how neighborhood activists were tremendously inspired in their defense of their communities, at times outwitting developers or other perceived threats to neighborhood life, but they could be equally creative in discriminating against potential neighbors and fighting to keep others out of their communities. Considering the plight of grassroots activism in the context of national and global urban challenges, A Neighborhood Politics of Last Resort immerses the reader in the daily minutiae of post-Katrina life to reveal how multiple groups responded to the same crisis with inconsistent and often ad-hoc approaches, visions, and results.

Prominent in the EU's recent transformations has been the tendency to advance extraordinary measures in the name of crisis response. From emergency lending to macro-economics, border management to Brexit, policies are pursued unconventionally and as measures of last resort. This book investigates the nature, rise, and implications of this politics of emergency as it appears in the transnational setting. As the author argues, recourse to this method of rule is an expression of the deeper weakness of executive power in today's Europe. It is how policy-makers contend with rising socio-economic power and diminishing representative ties, seeking fall-back authority in the management of crises. In the structure of the EU they find incentives and few impediments. Whereas political exceptionalism tends to be associated with sovereign power, here it is power's diffusion and functional disaggregation that spurs politics in the emergency mode. The effect of these governing patterns is not just to challenge and reshape ideas of EU legitimacy rooted in constitutionalism and technocracy. The politics of emergency fosters a counter-politics in its mirror image, as populists and others play with themes of necessity and claim the right to disobedience in extremis. The book examines the prospects for democracy once the politics of emergency takes hold, and what it might mean to put transnational politics on a different footing.

The result of more than a dozen years' work, this remarkable book immerses us in Elmhurst-Corona's social and political life from the 1960s through the 1990s. First settled in 1652, Elmhurst-Corona by 1960 housed a mix of Germans, Irish, Italians, and other "white ethnics." In 1990 this population made up less than a fifth of its residents; Latin American and Asian immigrants and African Americans comprised the majority. The Future of Us All focuses on the combined impact of racial change, immigrant settlement, governmental decentralization, and assaults on local quality of life which stemmed from the city's 1975 fiscal crisis and the policies of its last three mayors. The urban crisis of the 1960s revived a dormant social activism whose protagonists placed their hoped for radical change and political effectiveness in community action. Ironically, the insurgents chose the local community as their terrain for a political battle that in reality involved a few strictly local issues. They failed to achieve their goals, Ira Katznelson argues, not so much because they had chosen their ground badly but because the deep split of the American political landscape into workplace politics and community politics defeats attempts to address grievances or raise demands that break the rules of bread-and-butter unionism on the one hand or of local politics on the other.
