Since declaring independence in 1948, Israel has been involved in an intractable conflict with the Palestinians and its neighbors. While violence has ebbed and flowed over the years, the threat of terrorism has remained a constant factor, shaping Israeli security policy in a unique way. Boaz Ganor provides an authoritative analysis of Israel’s approach to counterterrorism throughout its existence. Drawing on unprecedented access to Israeli leaders, he offers a comprehensive insider’s account of the decision-making processes, challenges, and dilemmas at the core of counterterror activities. Beginning with infiltration attacks from neighboring states immediately after independence and proceeding through the formation of organized Palestinian terror organizations up to the present day, this book details distinct eras of terrorism and how the Israeli state has counteracted them. Ganor also highlights the dynamic nature of both terrorism and counterterrorism: Just as waves of terror rise, fall, and evolve, so too do the measures employed to respond to them. He distills the lessons of Israel’s experience into key tenets for other countries facing the challenge of terrorism. The book features revelatory personal testimony from senior Israeli decision makers who have played pivotal roles in counterterrorism strategy, including prime ministers, defense ministers, Israeli Defense Forces chiefs of staff, and directors of Mossad and Shin Bet. Israel’s Counterterrorism Strategy is indispensable reading for students, scholars, and practitioners alike.

Why is the problem of terrorism-and the emergence of more extreme and more brutal terrorist groups-one that cannot be solved, even after decades of trying? The world has up to now failed to stop Al Qaeda terrorist attacks and also failed to stop the emergence of more extreme and more brutal terrorist groups than Al Qaeda, such as ISIS/ISIL, as well as newer lone wolf terrorists. Current strategies of counterterrorism have many shortcomings that allow terrorists to continue their operations. A New Counterterrorism Strategy: Why the World Failed to Stop Al Qaeda and ISIS/ISIL, and How to Defeat Terrorists identifies the shortcomings of present approaches and presents a comprehensive and sustainable strategy to combat terrorism. Ambassador T. Hamid Al-Bayati, an Iraqi politician, offers a unique insider's perspective about the war on terrorism. As a leader of the opposition against the terrorist regime of Saddam Hussein, he was arrested and tortured, until he fled Iraq. From the UK, he continued involvement in unfolding political events, until returning to Iraq and assuming high political appointments. These special insights are interwoven with accounts of detailed interactions and policies that provide the background for his explanation of the failures of counterterrorism strategies to date, and lessons learned from those mistakes. Al-Bayati spotlights the problems of terrorist cells, lone wolves, and foreign fighters developing in all parts of the world, where members work from safe havens to plan attacks, acquire weapons, and gain fighting experience. His proposed strategy further emphasizes issues neglected in current counterterrorism strategies, such as undermining the ideology of terrorists, interrupting their use of the Internet to promote evil, understanding the motivations and psychology of terrorists, deterring youth from joining ISIS, creating effective media campaigns against terrorism, and shutting off the flow of funding that currently buoys the financial resources of terrorist organizations.

Evaluating Counterterrorism Performance written by Beatrice de Graaf and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-03-15 with History categories.
This book offers a new model for measuring the success and impact of counterterrorism strategies, using four comparative historical case studies. The effectiveness of counterterrorism measures is hard to assess, especially since the social impact of terrorist attacks is a fundamental and complex issue. This book focuses on the impact of counterterrorist measures by introducing the concept of the performative power of counterterrorism: the extent to which governments mobilize public and political support - thereby sometimes even unwittingly assisting terrorists in creating social drama. The concept is applied to counterterrorism in the Netherlands, Italy, the Federal Republic of Germany and the United States in the 1970s. Based on in-depth case study research using new primary sources and interviews with counterterrorist officials and radicals, a correlation is established between a low level of performative power and a decline of terrorist incidents. This is explored in terms of the link between social drama (as enhanced by counterterrorist measures) and ongoing radicalization processes. This book demonstrates that an increase in visible and intrusive counterterrorist measures does not automatically lead to a more effective form of counterterrorism. In the open democracies of the west, not transforming counterterrorism into a performance of power and repression is at least as important as counterterrorism measures themselves. This book will be of much interest to students of terrorism and counter-terrorism, discourse analysis, media and communication studies, conflict studies and IR/Security Studies in general.

The Oxford Handbook of Terrorism systematically integrates the substantial body of scholarship on terrorism and counterterrorism before and after 9/11. In doing so, it introduces scholars and practitioners to state of the art approaches, methods, and issues in studying and teaching these vital phenomena. This Handbook goes further than most existing collections by giving structure and direction to the fast-growing but somewhat disjointed field of terrorism studies. The volume locates terrorism within the wider spectrum of political violence instead of engaging in the widespread tendency towards treating terrorism as an exceptional act. Moreover, the volume makes a case for studying terrorism within its socio-historical context. Finally, the volume addresses the critique that the study of terrorism suffers from lack of theory by reviewing and extending the theoretical insights contributed by several fields - including political science, political economy, history, sociology, anthropology, criminology, law, geography, and psychology. In doing so, the volume showcases the analytical advancements and reflects on the challenges that remain since the emergence of the field in the early 1970s.

Since the September 11 attacks, America is safer, but we are not yet safe. We have done much to degrade al-Qaida and its affiliates and to undercut the perceived legitimacy of terrorism. Our Muslim partners are speaking out against those who seek to use their religion to justify violence and a totalitarian vision of the world. We have significantly expanded our counter terrorism coalition, transforming old adversaries into new and vital partners in the War on Terror. We have liberated more than 50 million Afghans and Iraqis from despotism, terrorism, and oppression, permitting the first free elections in recorded history for either nation. In addition, we have transformed our governmental institutions and framework to wage a generational struggle. There will continue to be challenges ahead, but along with our partners, we will attack terrorism and its ideology, and bring hope and freedom to the people of the world. This is how we will win the War on Terror.

"In Counterterrorism Strategies, seven experts examine how the United States, France, Germany, Italy, Egypt, and Sri Lanka have combated terrorist groups from the 1970s to the present and draw lessons that are applicable to today's threats." "Counterterrorism Strategies shows that there are no simple or complete solutions to the dangers posed by determined and elusive terrorists, but several of the countries detailed here have had significant successes. The contributors' analyses of the effectiveness or ineffectiveness of strategies used by these six countries offer a counterterrorism road map for the twenty-first century. This book is essential reading for policymakers, for counterterrorism scholars and professionals, and for members of the general public who are concerned about the general direction of the international campaign against terrorism."--Jacket
