Essay from the year 2013 in the subject Politics - International Politics - Topic: Peace and Conflict Studies, Security, Seattle Pacific University, language: English, abstract: International terrorism and the rise of non-state combatants have altered the parameters of global conflict in the last decade by creating a class of soldiers who are impervious to the traditional targeting methods used in conflicts such as WWII and the Gulf War. These changing circumstances necessitate a reevaluation of the common theoretical frameworks used to address global conflict and cooperation, such as realism, and the just war framework. The ramifications of enemies that cannot be defined as easily contained within state borders poses a new and unparalleled threat to the international political system; therefore, past frameworks must be analyzed in order to ascertain whether they still have relevance in describing the behavior of states and the nature of warfare. I will examine the effects of non-state combatants on international stability and state sovereignty through the lens of realism, and I will argue that without redefining the terms of conflict and updating or altering our theoretical frameworks we will help perpetuate and empower terrorists. I will argue that we must redefine terrorism itself in a way that maximizes international cooperation and strengthens global networks, and reconceptualize or replace the dominant realist theoretical framework, in order to meet the threat of global terrorism.

This title was first published in 2001. Terrorism is today a global problem and, as was recently demonstrated in Kenya and Tanzania, no country is immune. Terrorism occurs everywhere (villages and cities), it targets innocent people and terrorists who are ideologically opposed to one country can vent their anger against citizens of another. Addressing this crucial issue, this book examines the future of global terrorism by employing the World System’s perspectives in the explanation of terrorism and investigating the etiological determinants of international terrorism. It aims to articulate a theoretical explanation of terrorism which will assist the development of practical policies that are effective in counter-terrorism operations. The main features of the book include World System’s Theory (WST), the relevance of WST, factors affecting the definition of terrorism, structural terrorism in the WST, application of Fanon, the political dimension of terrorism ideologies, the disadvantages of ideological labels, measuring WST position and the distribution of terrorism, terrorist incidents by WST position of occurrence and WST position of target, labelling terrorism in context, powerism and anti-powerism, racial terrorism and global apartheid and the criminalization of terrorism.

Examining each major terrorist act and campaign of the decade following September 11, 2001, internationally recognized scholars launch original studies of the involvement of global terrorist leaders and organizations in these incidents and the planning, organization, execution, recruitment, and training that went into them. Their work relays the changing character of al-Qaeda and its affiliates since the invasion of Afghanistan and Iraq and the sophisticated elements that, despite the WestÕs best counterterrorism efforts, continue to exert substantial and sustained control over terrorist operations. Through case studies of terrorist acts occurring both within and outside the West, the volumeÕs contributors investigate al-Qaeda as it adapts to the strategies of Operation Enduring Freedom and subsequent U.S.-led global counterterrorism campaigns. They explore whether Osama bin Laden was indeed reduced to a mere figurehead before his death or whether he successfully exercised global command over al-QaedaÕs activities. Did al-Qaeda become a loose collection of individuals and ideas following its expulsion from Afghanistan, or was it reborn as a transnational organization powered by a well-articulated ideology? What is the preeminent terrorist threat we face today, and what will it look like in the future? This anthology pinpoints the important patterns and strategies that will best inform counterterrorism in a new century.

The events of September 11, 2001 confronted the United States and the rest of the World with the reality of a new dimension of international terrorism. This new dimension did not start nor end with the attacks against the World Trade Center or the Pentagon, but began in the 1990s. This study examines the new dimension of international terrorism, contrasting it with the classical terrorism, the predominantly left-wing terrorist movements of the 1960s - 1980s in Europe, which were a subset of the bipolar geo-political arena. The author establishes the relationship of radical Islamist movements to the terrorist groups of the new dimension (principally focusing on Al-Qaeda) in providing the motivation for committing catastrophic terrorist acts, looks at the shadowy world of terrorist financing and makes suggestions regarding international counter-terrorist strategies.

Over the course of the first decade of the third millennium, terrorism has become a phenomenon that no state, society, or individual can afford to ignore. Particularly in the post-9/11 world, terrorism has not only turned into an ubiquitous fact and an omnipresent spectacle but also an alarming global concern. It is, nevertheless, surprising for many people that the global convergence towards growing fear and anxiety of terrorism has not necessarily led to a parallel convergence in our understanding and definition of the phenomenon. Defining terrorism today is no simpler a task than the days of the French revolution during which the term was first coined. Although definition exercises are often perceived by various politicians and practitioners as yet another bizarre avocation of scholars, attempts to redefine the term terrorism time and again is neither straightforward nor in vain.
