How did a top American diplomat's contrarian views on U.S. Cold War foreign policy remain largely ignored over the course of four administrations? Dauer provides an in-depth analysis of the role of dissent in the formulation of American foreign policy in his examination of the diplomatic career of Chester Bowles, Under Secretary of State during the Kennedy Administration and two-time Ambassador to India. Based on extensive research in Bowles's personal papers, the National Archives, and presidential libraries, the book evaluates Bowles's views and why the foreign policy establishment largely disregarded them. Based on the private papers of Chester Bowles, as well as government sources, this book examines the worldview of Chester Bowles, a businessman, governor, congressman, and ambassador who participated in the making of U.S. Cold War foreign policy for nearly two decades. After acquiring a personal during the Great Depression and entering public service for one reform term as governor of Connecticut, Bowles became President Harry Truman's ambassador to India from 1951 to 1953. Named by President John F. Kennedy to be under secretary of state in December 1960, he subsequently sought to moderate the hard-line Cold War positions of the presidential administrations he served. He opposed the nuclear arms race, sympathized with LDC neutralism, argued against U.S. participation in the Vietnam War as early as the mid-1950s, voiced vigorous opposition to the abortive Bay of Pigs invasion, and consistently sought more economic aid for India. Bowles's failure to attract much support for his advice was the product of his own personality defects, his curious unwillingness to engage in bureaucratic infighting, his refusal to see the world as merely a stage for the conflict between international communism and American democratic-capitalism, and presidential administrations either unwilling or unable to consider new approaches to the Cold War. Although Bowles was in many ways a Cold Warrior, his sensitivity to the concerns of neutralism, especially in Asia, and moral compass largely missing from the calculations of the administrations he served, made him a voice that should have been considered more seriously by the administrations he served. Students of the problems of dissent and formulation of American foreign policy will find this book invaluable.

The Twenty-First Century is witnessing an epic struggle between the forces of global governance and American constitutional democracy. Transnational progressives and pragmatists in the UN, EU, post-modern states of Europe, NGOs, corporations, prominent foundations, and most importantly, in America’s leading elites, seek to establish “global governance.” Further, they understand that in order to achieve global governance, American sovereignty must be subordinated to the “global rule of law.” The U.S. Constitution must incorporate “evolving norms of international law.” Sovereignty or Submission? examines this process with crystalline clarity and alerts the American public to the danger ahead. Global governance seeks legitimacy not in democracy, but in a partisan interpretation of human rights. It would shift power from democracies (U.S., Israel, India) to post-democratic authorities, such as the judges of the International Criminal Court. Global governance is a new political form (a rival to liberal democracy), that is already a significant actor on the world stage. America faces serious challenges from radical Islam and a rising China. Simultaneously, it faces a third challenge (global governance) that is internal to the democratic world; is non-violent; but nonetheless threatens constitutional self-government. Although it seems unlikely that the utopian goals of the globalists could be fully achieved, if they continue to obtain a wide spread influence over mainstream elite opinion, they could disable and disarm democratic self-government at home and abroad. The result would be the slow suicide of American liberal democracy. Whichever side prevails, the existential conflict of global governance versus American sovereignty (and democratic self-government in general) will be at the heart of world politics as far as the eye can see.

This book presents a study of the international dimensions of the Kashmir dispute between India and Pakistan from before its outbreak in October 1947 until the Tashkent Summit in January 1966. By focusing on Kashmir’s under-researched transnational dimensions, it represents a different approach to this intractable territorial conflict. Concentrating on the global context(s) in which the dispute unfolded, it argues that the dispute’s evolution was determined by international concerns that existed from before and went beyond the Indian subcontinent. Extreme poverty, which intensified in India during colonial rule, peaked in the 1920s—after decades of imperialist exploitation, famine, and disease—a time when architects, engineers, and city authorities proposed a new type of housing for India’s urban poor and industrial workers. As Farhan Karim argues, economic scarcity became a central inspiration for architectural modernism in the subcontinent. As India moved from colonial rule to independence, the Indian government, business entities, international NGOs, and intergovernmental agencies took major initiatives to modernize housing conditions and the domestic environment of the state’s low-income population. Of Greater Dignity than Riches traces multiple international origins of austerity as an essential ingredient of postcolonial development. By prescribing model villages, communities, and ideal houses for the working class, this project of austerity eventually reduced poverty into a stylized architectural representation. In this rich and original study, Karim explains the postwar and postcolonial history of low-cost housing as an intertwined process of global transferences of knowledge, Cold War cultural politics, postcolonial nationalism, and the politics of economic development.
