The lethality of conflicts between insurgent groups and counter-insurgent security forces has risen markedly since the Second World War just as those of conventional, or inter-state wars have declined. For several decades, conflicts within states rather than between them have been the prevalent form of organised political violence worldwide. Recent conflicts in Afghanistan, Iraq, and Syria have fired interest in colonial experiences of rebellion, while current western interventions in sub-Saharan Africa have prompted accusations of 'militarist humanitarianism'. Yet, despite mounting interest in counter-insurgency and empire, comparative investigation of colonial responses to insurrection and civil disorder is sparse. Some scholars have written of a 'golden age of counter-insurgency', which began with Britain's declaration of a Malayan Emergency in 1948 and ended with the withdrawal of US ground troops from Vietnam in 1973. It is with this period, if not with any presumed 'golden age' that this volume is concerned. This Handbook connects ideas about contested decolonization and the insurgencies that inspired it with an analysis of patterns and singularities in the conflicts that precipitated the collapse of overseas empires. It attempts a systematic study of the global effects of organized anti-colonial violence in Asia and Africa. The objective is to reconceptualize late colonial violence in the European overseas empires by exploring its distinctive character and the globalizing processes underpinning it.

In 1961, Portugal found itself fighting a war to retain its colonial possessions and preserve the remnants of its empire. It was almost completely unprepared to do so, and this was particularly evident in its ability to project power and to control the vast colonial spaces in Africa. Following the uprisings of March of 1961 in the north of Angola, Portugal poured troops into the colony as fast as its creaking logistic system would allow; however, these new arrivals were not competent and did not possess the skills needed to fight a counterinsurgency. While counterinsurgency by its nature requires substantial numbers of light infantry, the force must be trained in the craft of fighting a small war to be effective. The majority of the arriving troops had no such indoctrination and had been readied at an accelerated pace. Even their uniforms were hastily crafted and not ideally suited to fighting in the bush. In reoccupying the north and addressing the enemy threat, Portugal quickly realized that its most effective forces were those with special qualifications and advanced training. Unfortunately, there were only very small numbers of such elite forces. The maturing experiences of Portuguese and their consequent adjustments to fight a counterinsurgency led to development of specialized, tailored units to close the gaps in skills and knowledge between the insurgents and their forces. The most remarkable such force was the flechas, indigenous Bushmen who lived in eastern Angola with the capacity to live and fight in its difficult terrain aptly named Lands at the End of the Earth. Founded in 1966, they were active until the end of the war in 1974, and were so successful in their methods that the flecha template was copied in the other theaters of Guiné and Mozambique and later in the South African Border War. The flechas were a force unique to the conflicts of southern Africa. A flecha could smell the enemy and his weapons and read the bush in ways that no others could do. He would sleep with one ear to the ground and the other to the atmosphere and would be awakened by an enemy walking a mile away. He could conceal himself in a minimum of cover and find food and water in impossible places. In short, he was vastly superior to the enemy in the environment of eastern Angola, and at the height of the campaign there (19661974) this small force accounted for 60 per cent of all enemy kills. This book is the story of how they came to be formed and organized, their initial teething difficulties, and their unqualified successes.

This book engages with a controversial issue, namely the establishment of penal colonies and concentration camps in imperial spaces, which have informed ongoing debates on the repressive practices of colonial rule and popular resistance against it. The contributors offer a reassessment of the history of politically motivated incarceration based upon a multi-disciplinary perspective in a global, imperial setting during the twentieth century. The introduction and seven chapters engage with comparative and transnational perspectives on political persecution, forced confinement and colonial rule in British, French, German, Belgian and Portuguese dominions in Africa, Asia, Oceania and Latin America. Addressing political incarceration's global imperial dimensions, they focus upon the organisation, strategies, narratives and practices associated with political internment in Africa (Angola, Tanzania, Rhodesia, South Africa), Latin America (French Guyana) and the Pacific region (New Caledonia). Penal legislation, policies of convict transport and political imprisonment, resettlement, prison regimes, resistance and liberation struggles, counter insurgency, prisoner agency, and prisons as cultural spaces and of memory are discussed here for different time periods from the mid-1800s to the late twentieth century. The chapters build upon the ongoing debate on political incarceration in the empire and the remarkable dynamic scientific research witnessed over the last decades. As a result, they provide novel insights into the nature of legal systems, colonial discourse, memory, racial segregation and persecution, prisoners’ narratives of practices of punishment and incarceration, and human rights abuses in imperial spaces. The chapters in this book were originally published as a special issue of The Journal of Imperial and Commonwealth History. The editors have also written an original conclusion to the present volume.

In Mozambique and Guinea, the Portuguese colonial administration had to deal with Muslim communities of significant population expression and whose internal cultural differentiations presented a complexity to which the administrative power was often unprepared. The exercise of this governance, with all the variations that characterized it, extended throughout the period that the colonial project lasted, from the phase of effective military occupation, in the transition from the nineteenth to the twentieth century, until the end of the colonial wars in 1974. In this chronological segment, Portuguese Colonialism and Islam seeks to address the circumstances of the colonial governance and regulation of those populations, focusing on: (1) The representations and images of Islam and Muslims that the agents of Portuguese colonialism produced at significant stages of the period, the recurrence of this imagery, its evolution, and the way it interacted with the concrete policies of control and governance of the populations. (2) The changes that such policies underwent, oscillating between a posture of ambivalent hostility, more visible in the 1930s to 1950s and more present in Mozambique than in Guinea, and a strategy of rapprochement with the Islamic leadership and their religious enticement, a strategy developed in the final phase of the Colonial War as part of the fight against nationalist movements. (3) The critical eye with which representatives of former colonial powers followed the Portuguese policies of governance of Islam, expressed in the testimonies of consuls-general of France and the United Kingdom, and documents conveying how diplomatic bodies perceived the Portuguese colonial system.
