The first part of the book is concerned with developing the place perspective. Three dimensions of place are put forward: locale and sense of place describe the objective and subjective dimensions of local social arrangements within which political behaviour is realized; location refers to the impact of the ‘macro-order’, to the fact that a single place is one among many and that the social life of a place is embedded in theworkings of the state and the world economy. The second part of the book provides detailed examinations of American and Scottish politics, using the place perspective. Contrary to the view that place or locality is important only in ‘traditional societies’, this book argues that place is of continuing significance in even the most ‘advanced’ societies.

A Place in Politics is a thorough reinterpretation of the politics and political culture of the Brazilian state of São Paulo between the 1890s and the 1930s. The world’s foremost coffee-producing region from the outset of this period and home to more than six million people by 1930, São Paulo was an economic and demographic giant. In an era marked by political conflict and dramatic social and cultural change in Brazil, nowhere were the conflicts as intense or changes more dramatic than in São Paulo. The southeastern state was the site of the country’s most important political developments, from the contested presidential campaign of 1909–10 to the massive military revolt of 1924. Drawing on a wide array of source materials, James P. Woodard analyzes these events and the republican political culture that informed them. Woodard’s fine-grained political history proceeds chronologically from the final years of the nineteenth century, when São Paulo’s leaders enjoyed political preeminence within the federal system codified by the Constitution of 1891, through the mass mobilization of 1931–32, in which São Paulo’s people marched, rioted, and eventually took up arms against the national government in what was to be Brazil’s last great regionalist revolt. In taking to the streets in the name of their state, constitutionalism, and the “civilization” that they identified with both, the people of São Paulo were at once expressing their allegiance to elements of a regionally distinct political culture and converging on a broader, more participatory public sphere that had arisen amid the political conflicts of the preceding decades.

Drawing on interviews with one hundred young Japanese women engaged in a spectrum of voluntary political groups, Susan J. Pharr explores how politically active women overcome the constraints that bar or limit the political participation of the average woman. The book treats political volunteers as agents of social change in a process of role redefinition by which prevailing concepts of women's roles gradually adjust to accommodate political behavior. Tracing developments that led to the grant of suffrage and other political rights to women during the Allied occupation, Pharr sets the stage for an analysis of that process as it unfolds in the experience of individual women. She uses women's images of self and society and issues of political and gender role socialization, career and life expectations, and political role and participation to develop a three-fold typology for looking at political women in Japan. She examines both the satisfactions of political volunteerism—from the exhilaration of addressing a crowd from a sound truck to the pleasure of speaking "men's language"—and the psychological and social costs associated with it. By zooming in on urban localities in India and by unpacking the 'meaning of the local' for those who live in them, the ten papers in this volume redress a recurrent asymmetry in contemporary debates about globalisation. In much literature, the global is associated with transnationalism, dynamism and activity, and the local with static identities and history. Focusing on a range of locales in India's metropolitan areas and provincial small towns, the contributions move beyond the assertion that space is socially constructed to explore the ways in which social and political relations are themselves spatially and historically contingent. Using detailed ethnography, the authors highlight the vitality of place-making in the lives of urban dwellers and the centrality of a 'politics of place' in the production of power, difference and inequality. The volume illustrates how urban spaces are increasingly interconnected through wider social and spatial processes, while local boundaries and group-based identities are at the same time reconstructed, and often even consolidated, through the use of 'traditional' idioms and localised practices. From the national border to the wire fence; from the privatisation of land to the exclusion and expulsion of persecuted peoples; questions of space and place, of who can be where and what they can do there, are at the very heart of the most important political debates of our time. Bringing together an interdisciplinary collection of authors deploying diverse perspectives and methodological approaches, this book responds to the pressing demand to reflect on and engage with some of the key questions raised by a political analysis of space and place.
