Com o advento do Estado Novo veio o retrocesso para os progressos antes alcançados, com os direitos da cidadania cedendo espaço à segurança do estado. Após um breve lampejo democrático dos anos 50, a nova ditadura implantada desarticulou o sistema de segurança pública como instrumento eficiente de proteção cidadã. Tornou-se crescente a tendência de reforma do modelo policial brasileiro, na busca de uma organização de perfil protetor marcante, com acentuada integração no meio social onde desempenha indispensáveis e importantes funções. Espera-se deste trabalho uma real contribuição para os estudiosos e interessados nos temas históricos e policiais.

Em seguida, um novo modelo de policiamento moderno entra em cena, com seu método voltado à comunidade, totalmente interativo, denominado Polícia Comunitária, cujo marco inicial foi a elaboração dos dez princípios da Polícia Moderna de Robert Peel, experimentado, ao longo do tempo, por polícias de vários países do mundo como Estados Unidos da América, Canadá, Japão, Argentina, Colômbia e Equador, bem como, pelas Polícias Militares dos estados brasileiros: Espírito Santo, São Paulo, Rio de Janeiro e Amazonas. Fundamentado no referencial bibliográfico constituído, a razão principal deste trabalho foi avaliar o nível de conhecimento dos alunos oficiais da segunda turma do Curso de Bacharelado em Segurança Pública e do Cidadão sobre o modelo de policiamento comunitário, tendo concluído ser apenas superficial o nível desse conhecimento e que, por isso, os alunos oficiais não estão adequadamente preparados para desempenhar o papel de multiplicadores de tal filosofia. Recomenda-se a reformulação do plano de curso da disciplina Fundamentos de Polícia Comunitária.

This book looks at the development of thinking about security in Brazil between 1930 and 2010. In order to do so, it develops a new framework for thinking about intellectual history in Brazil and applies it to the development of knowledge on security in that country. Building on the Gramscian literature on ‘late modernization’ and ‘conservative revolution’ and drawing on the idea of ‘Emotional Theory of Action’ proposed by Brazilian sociologist Jessé Souza, this book sets out to establish an innovative framework with which to analyse the development of ‘thinking about security’ in Brazil in three specific historic contexts. This theoretical framework is then used to argue that one specific discourse of Brazilian identity has been the main source of knowledge production in that country since the 1930s. In doing this, the book offers thought-provoking arguments about the role of intellectuals in Brazil and reassesses the exclusionary ideas embedded in the politics of identity and security. This book not only introduces a novel framework to analyse intellectual production outside the core, it also sheds light on how security has been historically thought of outside the core and will be of interest to students and scholars of International Relations, Critical Security Studies and Latin American Studies.

Gestão pública é possível: o case Delegacia Legal no RJ apresenta o Programa Delegacia Legal como o maior projeto na área da Segurança Pública na história do estado do Rio de Janeiro e na história da Polícia Civil. O programa foi concebido, em 1999, pelo trabalho conjunto de equipe multidisciplinar formada por profissionais da Coppe/UFRJ, de pesquisadores em Segurança Pública e de policiais civis. Sua implantação recebeu o apoio de cinco governadores ao longo de 18 anos, com a maior parte dos investimentos oriundos do Tesouro do Estado e complementados por empréstimos bancários. Foi o primeiro projeto no Brasil a receber recursos do BNDES para a área de Segurança Pública. Uma surpreendente experiência de continuidade administrativa na área pública. É uma experiência que merece ser conhecida e estudada por profissionais em Segurança Pública, em Administração Pública, em Gestão do Conhecimento, em Gestão de Projetos e em Engenharia de Produção, além da classe política em geral. Foi reconhecido, no ano de 2006, como um projeto de "Boas Práticas" pela United Nations Human Settlements Programme (UN-Habitat) e pela cidade de Dubai, patrocinadora do Dubai International Award for Best Practices.
