It is well established that the race and gender of elected representatives influence the ways in which they legislate, but surprisingly little research exists on how race and gender interact to affect who is elected and how they behave once in office. How do race and gender affect who gets elected, as well as who is represented? What issues do elected representatives prioritize? Does diversity in representation make a difference? Race, Gender, and Political Representation takes up the call to think about representation in the United States as intersectional, and it measures the extent to which political representation is simultaneously gendered and raced. Specifically, the book examines how race and gender interact to affect the election, behavior, and impact of all individuals. By putting women of color at the center of their analysis and re-evaluating traditional, "single-axis" approaches to studying the politics of race or gender, the authors demonstrate what an intersectional approach to identity politics can reveal. Drawing on original data on the presence, policy leadership, and policy impact of Black women and men, Latinas and Latinos, and White women and men in state legislative office in the late twentieth and early twenty-first centuries, each chapter shows how the politics of race, gender, and representation are far more complex than recurring "Year of the Woman" frameworks suggest. An array of race-gender similarities and differences are evident in the experiences, activities, and accomplishments of these state legislators. Yet one thing is clear: the representation of those marginalized by multiple, intersecting systems of power and inequality is intricately bound to the representation of women of color.

What is symbolic representation? Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. Elections are a fundamental element of democracy, since elected governments reflect voter preferences. At the same time, it is inevitable that policies pursued by any government closely resemble the preferences of some citizens, while alienating others who hold different views. Previous works have examined how institutional settings facilitate or hinder policy proximity between citizens and governments. Building on their findings, the book explores a series of "so what" questions: how and to what extent does the distance between individual and government positions affect citizens' propensity to vote, protest, believe in democracy, and even feel satisfied with their lives? Using cross-national public opinion data, this book is an original scholarly research which develops theoretically grounded hypotheses to test the effect of citizen-government proximity on three dependent variables. After introducing the data (both public opinion surveys and country-level statistics) and the methodology to be used in subsequent chapters, one chapter each is devoted to how proximity or the absence thereof affects political participation, satisfaction with democracy, and happiness. It has long been realized that democratic governance requires a two-way flow of influence. Governments must be able to respond to what people want and people must be able to react to what governments do. These mechanisms of democratic governance have contributed to two research traditions: one, the responsible party approach, views policy change as a consequence of ‘electoral turnover’; and the other, the dynamic representation approach, views policy change as occurring in ‘rational anticipation’ of electoral repercussions. The aim of this book is to evaluate the state of political representation in contemporary Europe in the light of these two approaches. The chapters present fresh insight into issue congruence between voters and parties and into the extent of dynamic representation. What role do men play in women's political representation? When and why do they support more inclusivity for women in office? Given that all political parties today have men in a majority of leadership positions, male gatekeepers play a key part in women's representation. So, how are they responding to the increasing numbers of women who are seeking leadership roles in politics? In The Inclusion Calculation, Melody E. Valdini examines women's inclusion from the perspective of men in power and offers a novel approach to understanding differences in women's descriptive representation. This book argues that men facilitate women's entry into politics when women's presence promises to benefit public perception of a party, and therefore benefit male party leaders. One particularly disturbing implication of this argument is that leaders can increase the number of women in office as a quick and simple substitute for addressing real systemic failures in party organization. Valdini tests her hypotheses by looking at several political contexts around the world: the degree to which parties run more women after a corruption scandal, the number of women who are actually elected at such times, the adoption of gender quotas, and the appointment of women legislators in authoritarian regimes. Her findings suggest that we cannot yet celebrate recent increases in the number of women in office as a sign that we are nearing broad acceptance of gender equality. Further, these findings also suggest that one should question the tendency of scholars and international organizations to use women's presence in office as a measurement of good governance, as well as the tendency to encourage women to simply "lean in" to advance their careers. While it is certainly valuable to encourage women to run for office, it is equally important to understand the motivations of male power-holders. To that end, this book examines how men strategically feminize their political parties or government to retain control, demonstrating that a woman's selection as a candidate often depends on a man's perception of her value.
