The ‘spectre of populism’ might be an apt description for what is happening in different parts of the world, but does it apply to New Zealand? Immediately after New Zealand’s 2017 general election, populist party New Zealand First gained a pivotal role in a coalition with the Labour Party, leading some international observers to suggest it represented a populist capture of the government. The leader of New Zealand First, Winston Peters, justified his support for Labour as necessary to allow capitalism to ‘regain … its human face’. The new prime minister, Jacinda Ardern, spoke of a kinder, inclusive politics. This book draws on the 2017 New Zealand Election Study to uncover New Zealanders’ political attitudes and preferences post-election. Its authors ask: is New Zealand now A Populist Exception? Through detailed empirical analyses of how populism and authoritarianism affected vote choice, opinions about immigration, satisfaction with democracy and the relevance of gender and indigeneity to these issues, this book finds that New Zealand politics today does not reflect the international trend toward ideological polarisation and electoral volatility. The authors argue that inclusive forms of populism can be pluralist if a leader’s rhetorical approach recognises ‘the people’ as diverse and encompassing. A Populist Exception? concludes that although populism has long been a strong current in New Zealand history, contemporary New Zealand exhibits a moderate form of populism, with liberal and pluralist values in balance with a strong commitment to majoritarian democracy.

Liberal democracy is in trouble. This volume considers the crosscutting causes and manifestations of the current crisis facing the liberal order. Over the last decade, liberal democracy has come under mounting pressure in many unanticipated ways. In response to seemingly endless crisis conditions, governments have turned with alarming frequency to extraordinary emergency powers derogating the rule of law and democratic processes. The shifting interconnections between new technologies and public power have raised questions about threats posed to democratic values and norms. Finally, the liberal order has been challenged by authoritarian and populist forces promoting anti- pluralist agendas. Adopting a synoptic perspective that puts liberal disorder at the center of its investigation, this book uses multiple sources to build a common historical and conceptual framework for understanding major contemporary political currents. Hungary in State of Exception seeks to analyze the transboundary exchange of political and economic ideas through the global neoliberal hegemonic struggle. Neoliberalism, as a economic and political ideology, defined the history of Hungary not just in the 21st century, but in the troubled 20th century. Eastern Europe played a crucial role in neoliberalism’s rise to control globalized capitalism, and Central and Eastern Europe (CEE) have constantly an incubator of and experimental laboratory for new types of neoliberal capitalism. Antal arguesthat neoliberalism, like populism, is historically embedded in Hungarian political history, its the political form is economic and governmental exceptionalism. This book reveals the common history of Western- and Eastern-style neoliberalism from the Austro-Hungarian Empire to the contemporary COVID-19 crisis. Without emphasis on the century of neoliberalization of CEE, the contemporary rise of regional authoritarianism cannot be understood. The problem with expertise—and the dark side of the equation “knowledge = power.” Experts are not infallible. Treating them as such has done us all a grave disservice and, as The Weaponization of Expertise makes painfully clear, given rise to the very populism that all-knowing experts and their elite coterie decry. Jacob Hale Russell and Dennis Patterson use the devastating example of the COVID-19 pandemic to illustrate their case, revealing how the hubris of all-too-human experts undermined—perhaps irreparably—public faith in elite policymaking. Paradoxically, by turning science into dogmatism, the overweening elite response has also proved deeply corrosive to expertise itself—in effect, doing exactly what elite policymakers accuse their critics of doing. A much-needed corrective to a dangerous blind faith in expertise, The Weaponization of Expertise identifies a cluster of pathologies that have enveloped many institutions meant to help referee expert knowledge, in particular a disavowal of the doubt, uncertainty, and counterarguments that are crucial to the accumulation of knowledge. At a time when trust in expertise and faith in institutions are most needed and most lacking, this work issues a stark reminder that a crisis of misinformation may well begin at the top.
