Democracy--its aspirations, its dangers--is what, most fundamentally, our Constitution is about. The question, Richard Parker argues in this powerful book, is how to imagine our democracy. Provocative in style and substance, this manifesto challenges orthodoxies of constitutional legal studies, particularly the idea that constitutionalism and populist democracy stand opposed. Populism and authoritarian-populist parties have surged in the 21st century. In the United States, Donald Trump appears to have become the poster president for the surge. David M. Populism is on the rise in Europe and the Americas. Scholars increasingly understand populist forces in terms of their ideas or discourse, one that envisions a cosmic struggle between the will of the common people and a conspiring elite. In this volume, we advance populism scholarship by proposing a causal theory and methodological guidelines – a research program – based on this ideational approach. This program argues that populism exists as a set of widespread attitudes among ordinary citizens, and that these attitudes lie dormant until activated by weak democratic governance and policy failure. It offers methodological guidelines for scholars seeking to measure populist ideas and test their effects. And, to ground the program empirically, it tests this theory at multiple levels of analysis using original data on populist discourse across European and US party systems; case studies of populist forces in Europe, Latin America, and the US; survey data from Europe and Latin America; and experiments in Chile, the US, and the UK. The fundamental question uniting the contributions to this volume is: what exactly is populism? This is certainly not a new question, as a large amount of literature has focused on this topic for more than half a century. As little conceptual consensus has been reached so far, this book aims to reduce the level of abstraction. To this end, it approaches the populist phenomenon from a broader theoretical and empirical perspective, making reference to its developments on several continents. The book is divided into two parts: the first is theoretical and discusses various perspectives on populism, while the second is empirical and emphasises the diversity of the forms populism has embraced throughout the world. Without aiming to solve old dilemmas, to cover all the existing forms of populism, or to outline unequivocal conclusions, the contributions to this book fulfil a twofold task. On the one hand, they help to clarify theoretically a concept that is difficult to grasp and use. On the other hand, by way of reflecting these difficulties, they present several forms of populism worldwide. Their main purpose is to highlight the differences between the continents. Each of the chapters in the second section successfully accomplishes this, providing an overview that is useful both in analysing populism and in identifying the populist elements in national and international political actions or discourses.

This book examines VOX, the first major and electorally successful populist radical right-wing party to emerge in Spain since the death of General Franco, and the restoration of parliamentary democracy in the late 1970s. In December 2018, VOX, a new party on the populist radical right, entered the Andalusian regional parliament, and played the role of kingmaker in the ensuing government formation discussions. Since then, under the leadership of Santiago Abascal, VOX has earned political representation in numerous local, regional and national elections. The party attracted more than 3.6 million votes in the November 2019 general election, making VOX the third largest party in the Spanish Congress. In two years, the party has become a key political challenger and an important player in Spanish politics. This book explains the origins of the party, its ideology and relationship with democracy, its appeal with voters, and its similarities with (and differences from) other populist radical right parties in Europe. It draws upon a rich source of domestic as well as cross-national survey data and a systematic analysis of party manifestos which provide a detailed account of the rise of VOX and what its emergence means for Spanish politics. This volume will be of interest to scholars of comparative politics, political parties, voters and elections, Spanish politics, the populist radical right and populism in general.
