Chicana/o history has reached an intriguing juncture. Combinatorial (or discrete) optimization is one of the most active fields in the interface of operations research, computer science, and applied math ematics. Combinatorial optimization problems arise in various applications, including communications network design, VLSI design, machine vision, air line crew scheduling, corporate planning, computer-aided design and man ufacturing, database query design, cellular telephone frequency assignment, constraint directed reasoning, and computational biology. Furthermore, combinatorial optimization problems occur in many diverse areas such as linear and integer programming, graph theory, artificial intelligence, and number theory. All these problems, when formulated mathematically as the minimization or maximization of a certain function defined on some domain, have a commonality of discreteness. Historically, combinatorial optimization starts with linear programming. Linear programming has an entire range of important applications including production planning and distribution, personnel assignment, finance, alloca tion of economic resources, circuit simulation, and control systems. Leonid Kantorovich and Tjalling Koopmans received the Nobel Prize (1975) for their work on the optimal allocation of resources. Two important discover ies, the ellipsoid method (1979) and interior point approaches (1984) both provide polynomial time algorithms for linear programming. These algo rithms have had a profound effect in combinatorial optimization. Many polynomial-time solvable combinatorial optimization problems are special cases of linear programming (e.g. matching and maximum flow). In addi tion, linear programming relaxations are often the basis for many approxi mation algorithms for solving NP-hard problems (e.g. dualheuristics).

Civil law and common law systems are held to enforce promises differently: civil law, in principle, will enforce any promise, while common law will enforce only those with 'consideration'. In that respect, modern civil law supposedly differs from the Roman law from which it descended, where a promise was enforced depending on the type of contract the parties had made. This 2001 volume is concerned with the extent to which these characterizations are true, and how these and other differences affect the enforceability of promises. Beginning with a concise history of these distinctions, the volume then considers how twelve European legal systems would deal with fifteen concrete situations. Finally, a comparative section considers why legal systems enforce certain promises and not others, and what promises should be enforced. This volume contains a collection of studies in the areas of complexity theory and local algorithms. A common theme in most of the papers is the interplay between randomness and computation. This interplay is pivotal to some parts of complexity theory and is essential for local algorithms. The works included address a variety of topics in the areas of complexity theory and local algorithms. Within complexity theory the topics include approximation algorithms, counting problems, enumeration problems, explicit construction of expander graphs, fine grained complexity, interactive proof systems, PPT-search and pseudodeterminism, space complexity, and worst-case to average-case reductions. Within local algorithms the focus is mostly on property testing and on locally testable and decodable codes. In particular, many of the works seek to advance the study of testing graph properties in the bounded-degree graph model.
