Rather than continuing the debate about universal versus targeted approaches, it proposes that a mixed approach might be best: the broad targeting of basic services such as primary education and health care combined with the narrow targeting of social protection schemes for the very poor. These measures are usually classified as being either promotional (to help raise welfare in the long term), or protectional (to support the poor in times of adverse shocks). However, for many Asian countries the reality of these poverty targeting measures has proved disappointing. Following a comprehensive overview by the editor, this book offers a detailed assessment of the results of directly channelling resources to the poor and extensively discusses the experience of five Asian countries India, Indonesia, the People s Republic of China, the Philippines and Thailand. The authors demonstrate how in many cases these targeting measures have failed due to their high cost and errors of both undercoverage (where many of the poor are excluded) and leakage (when many of the better-off also benefit from these schemes). The authors conclude that whilst poverty targeting remains a critically important objective, past targeting errors must not be forgotten and improved methods of both identifying and reaching the poor must be implemented. Written by leading experts in the field and including analysis of original country surveys, this seminal text documents clearly the operation and success of aid schemes in Asia. The Republic of Indonesia, home to over 240 million people, is the world's fourth most populous nation. Ethnically, culturally, and economically diverse, the Indonesian people are broadly dispersed across an archipelago of more than 13,000 islands. Rapid urbanization has given rise to one megacity (Jakarta) and to 10 other major metropolitan areas. And yet about half of Indonesians make their homes in rural areas of the country. Indonesia, a signatory to the United Nations Millennium Declaration, has committed to achieving the Millennium Development Goals (MDGs). However, recent estimates suggest that Indonesia will not achieve by the target date of 2015 MDG 4 - reduction by two-thirds of the 1990 under - 5 infant mortality rate (number of children under age 5 who die per 1,000 live births) - and MDG 5 - reduction by three-quarters of the 1990 maternal mortality ratio (number of maternal deaths within 28 days of childbirth in a given year per 100,000 live births). Although much has been achieved, complex and indeed difficult challenges will have to be overcome before maternal and infant mortality are brought into the MDG-prescribed range. Reducing Maternal and Neonatal Mortality in Indonesia is a joint study by the U.S. National Academy of Sciences and the Indonesian Academy of Sciences that evaluates the quality and consistency of the existing data on maternal and neonatal mortality; devises a strategy to achieve the Millennium Development Goals related to maternal mortality, fetal mortality (stillbirths), and neonatal mortality; and identifies the highest priority interventions and proposes steps toward development of an effective implementation plan. According to the UN Human Development Index (HDI), in 2012 Indonesia ranked 121st out of 185 countries in human development. However, over the last 20 years the rate of improvement in Indonesia\'s HDI ranking has exceeded the world average. This progress may be attributable in part to the fact that Indonesia has put considerable effort into meeting the MDGs. This report is intended to be a contribution toward achieving the Millennium Development Goals.

This book explores the intimate marital relationships of Indonesian Muslim married women. As well as describing and analysing their sexual relationships, the book also investigates how Islam influences discourses of sexuality in Indonesia, and in particular how Islamic teachings affect Muslim married women’s perceptions and behaviour in their sexual relationships with their husbands. Based on extensive original research, the book reveals that Muslim women perceive marriage as a social, cultural, and religious obligation that they need to fulfil; that they realise that finding an ideal marriage partner is complicated, with some having the opportunity for a long courtship and others barely knowing their partner prior to marriage; and that there is a strong tendency, with some exceptions, for women to consider a sexual relationship in marriage as their duty and their husband’s right. Religious and cultural discourses justify and support this view and consider refusal a sin (dosa) or taboo (pamali). Both discourses emphasise obedience towards husbands in marriage.

Since the early 2000s, Indonesia has taken a number of steps to prioritize early childhood development - ranging from the inclusion of Early Childhood Development (ECD) in the National Education System Law No. 20 in 2003 to a Presidential Declaration on Holistic and Integrated ECD and the launch of the country's first ever ECD Census in 2011. These policy milestones have occurred in parallel with sustained progress on outcomes included in the Millennium Development Goals, including for child malnutrition, child mortality and universal basic education. Additional progress could be achieved by strengthening ECD policies further. This report presents findings from an assessment of ECD policies and programs in Indonesia based on two World Bank tools: the ECD module of the Systems Approach for Better Education Results (SABER) and a guide on essential interventions for investing in young children. Results from the application of both tools to Indonesia are used to suggest a number of policy options for consideration.
