How do non-governmental organizations (NGOs) create the spaces in which they act, despite all the odds that are stacked against them? How do NGOs meet the requirements of the moment, often being in the right place at the right time? Why is the sum of NGO activity frequently greater than the parts? To answer these questions, A Relational Approach to NGOs in Global Politics analyses the ways in which NGOs relate to each other as well as with states, intergovernmental organizations, businesses, and other actors. It considers NGOs as living organizations - flexible, adaptive, creative - to examine the various NGO relationships and how they are built to surmount challenges, manage complexity, and make progress. In doing so, it sheds light on their power and agency in global politics. Maryam Zarnegar Deloffre and Sigrid Quack develop core conceptual building blocks, such as NGOing and typologies of social interactions and relational power, which are explored in empirical studies of NGOs on a range of topics. These include legal environmental conflicts, humanitarian assistance, and counterterrorism, as well as analyses of relational forms such as super-networks, meta-associations, and mergers and acquisitions. With a broad conceptualization of NGO-NGO relationships and in-depth analysis of the forms and processes of NGO interactions, this volume expands the understanding of NGOing, promotes synthetic knowledge about the power and effects of NGO interactions, and reveals new perspectives on processes of global governing.

This open access book studies disability inclusion in humanitarian crises. It addresses the challenges of recognizing and including persons with disabilities and indicates the degree to which disability is being mainstreamed in international law and humanitarian action. The Women, Peace and Security (WPS) agenda is comprised of the policies, protocols and practices enacted by a wide range of actors inspired by, or under the auspices, of the UN Security Council resolutions adopted under the title of ‘women and peace and security’. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. By defining international communities of practice (CoPs) as domains of knowledge, this book investigates the adoption of new international practices via collective learning—that is, the redefinition of what is acceptable and feasible. Explaining how inclusive practices at the World Bank became institutionalized, it shows that while changes in presidents can influence practices of international organizations, shifts in collective thinking are even more important to understand world ordering. Collective learning happens at the boundaries between CoPs when practitioners interact with others inside or outside the formal walls of an organization—through processes of boundary encounters, boundary brokering, and the use of epistemic boundary objects. Since the 1980s, despite stability in their technocratic political rationality, World Bank employees arranged in CoPs collectively learned that program ownership and consultation in policymaking were more effective than top-down practices. However, while learning that more democratic practices rendered their projects and policies more effective, Bank employees did not fully challenge colonial epistemic hierarchies in North–South relations. This CoP framework draws from, combines, and extends various strands of cutting-edge IR scholarship (i.e., practice-oriented and constructivist IR), management theory (communities of practice), organizational studies (narratives and day-to-day procedures), as well as development and critical studies (feminist and decoloniality approaches). This book will be of interest not only to scholars and students interested in IR theory, international organizations, development practices, and social theory but also to development workers and anyone interested in global governance.
