Emigration from the United States has received little attention in discussions of immigration trends or population growth because of a lack of current information and a general belief that this component is small. However, recent research suggests that citizen and alien emigration should not be ignored in analyses of migration trends, in population estimates, in census coverage estimates, or in formulation of immigration policy. Various data sources and methods relevant to the estimation of emigration are reviewed with an emphasis on their suitability for use in population and coverage estimates. They include intercensal survival based on U.S. census data, U.S. Social Security data on beneficiaries living abroad, alien registration data from INS, in terms of timeliness, coverage of the emigrant population, consistency and accuracy of the estimates over time, and the scope of assumptions. Network (multiplicity) sampling in conjunction with a continuing survey is proposed for obtaining current information on emigration. These estimates would be available on a regular basis, would cover most (but not all) of the emigrant population, and would require a minimum of unverifiable assumptions.

This book presents the culmination of our collaborative research, going back over 15 years (Rogers & Little, 1994), and for one of us, even longer (Rogers, 1967, 1973). It addresses a dif?cult, yet necessary, area of demographic research: what to do in data situations characterized by irregular, inadequate, or missing data. A common solution within the demographic community has been what is generally referred to as “indirect estimation”. In our work the focus has been on the indirect estimation of migration, and our use of the term “indirect” follows the description given in the 1983 United Nations manual, which de?ned it as “techniques suited for analysis of incomplete or defective demographic data” (United Nations, 1983, p. 1). We wrote this book with a goal to make it accessible to a reader familiar with introductory statistical modeling, at the level of regression and categorical data an- ysis using log – linear models. It is primarily intended to serve as a reference work for demographers, sociologists, geographers, economists, and regional planners.

The U.S. Department of Homeland Security (DHS) is responsible for securing and managing the nation's borders. Over the past decade, DHS has dramatically stepped up its enforcement efforts at the U.S.-Mexico border, increasing the number of U.S. Border patrol (USBP) agents, expanding the deployment of technological assets, and implementing a variety of "consequence programs" intended to deter illegal immigration. During this same period, there has also been a sharp decline in the number of unauthorized migrants apprehended at the border. Trends in total apprehensions do not, however, by themselves speak to the effectiveness of DHS's investments in immigration enforcement. In particular, to evaluate whether heightened enforcement efforts have contributed to reducing the flow of undocumented migrants, it is critical to estimate the number of border-crossing attempts during the same period for which apprehensions data are available. With these issues in mind, DHS charged the National Research Council (NRC) with providing guidance on the use of surveys and other methodologies to estimate the number of unauthorized crossings at the U.S.-Mexico border, preferably by geographic region and on a quarterly basis. Options for Estimating Illegal Entries at the U.S.-Mexico Border focuses on Mexican migrants since Mexican nationals account for the vast majority (around 90 percent) of attempted unauthorized border crossings across the U.S.-Mexico border.
