Abstract: Abstract of dissertation entitled A Review of the Parking Demand Policy and Planning in Hong Kong Submitted by Ho Kwan Hang for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2004 This dissertation reviews numerous international parking studies carried out in the past and develops a parking planning and policy framework to generalize the methodologies and steps used in the literature. This framework summarizes the flow of a parking study, including parking study objectives, parking demand models, parking surveys, integrated model structures, parking policy recommendations and evaluation. On the planning side, parking demand models are categorized into parking generation models, parking choice models and equilibrium models. The units of measure and the attributes used in different models are compared and discussed. The survey methodologies, sampling methods and data collection methods used in parking behavioural surveys and observational surveys are discussed. This dissertation also describes how the parking models and parking data are combined to form an integrated model structure. On the policy side, different kinds of parking policy instruments such as demand management measures, supply constraint measures, use of advanced technology, enforcement and partnership as well as their implementations in the literature are reviewed. The parking studies carried out in Hong Kong, Parking Demand Study and Second Parking Demand Study, are compared based on their conceptual approaches, assumptions underlying the models and their modeling frameworks. They are also evaluated based on their accuracy, data requirement and ease of future development. It is suggested that future parking study should be developed based on parking choice models. Model enhancement to handle perceived cost, imperfect information and variations due to different trip purposes are recommended. The parking policy in Hong Kong is assessed based on its impact on accessibility, economy, efficiency, environment and equity to the society. It is found that there is a lack of explicit vision and objectives and too little evaluation studies on the effectiveness of parking policy in Hong Kong. Therefore, it is recommended to develop a parking policy vision and carry out further evaluation studies on the parking remedial measures implemented. Abstract: Abstract of dissertation entitled On‐Street Parking in Hong Kong Submitted by HO Fung‐yee Janet for the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in June 2004 On‐street parking spaces are scarce in Hong Kong. As only a limited space in the urban areas is available for provision of on‐street parking facilities, it is necessary to ration the use of these premium curbside resources effectively. Otherwise, low availability rate at on‐street parking spaces in the urban areas can result in increased traffic circulation and congestion caused by vehicles combing the streets in search of vacant parking spaces. On‐street parking spaces are provided as far as possible where road spaces are available without causing undue obstruction to traffic movement. Parking meter has been regarded as the most effective means of regulating demand and utilization of on‐street parking. Where and when free on‐street parking spaces are insufficient to meet demand, parking meters are installed to deter long‐term parking aiming to achieve the traffic management objective of rationing heavy demand, ensuring a reasonable turnover of vehicles and reducing traffic problems arising from vehicles circling the streets for available parking spaces. It has been the Government's policy to set meter charges at a rate keeping about 15% of the parking spaces vacant at most times of the day. This dissertation reviews the practice of on‐street parking in Hong Kong and evaluates the effectiveness of metered parking in regulating demand and utilization of on‐street parking spaces through a case study on three selected districts. Recommendations were proposed as practical and feasible as possible to better regulate the usage of the limited curbside resources. Abstract: Abstract of dissertation entitled A Review of Hong Kong's Public Transport Policies with Reference to Impacts on Franchised Bus Services Submitted by Kung Syu Yan, Louis for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2007 In 1999, the Hong Kong Government published a transport strategy entitled "Hong Kong Moving Ahead." This follows two previous transport policy white papers issued in 1979 and 1990 and focuses on the integration of transport and land use planning; the effective use of railways as the backbone of passenger transport system; the provision of efficient and reliable public transport services and facilities; the adoption of advanced technologies in transport management; and the support for environmental protection. Franchised bus has a public transport market share of about 35%. They are the second highest passenger carrying mode, just below rail transport which has a market share of about 36%. The Government aims to have the railways market share to increase from 40% to 50% by 2016 through by building more new railway lines and restricting the expansion of franchised bus networks. In addition, the priority of transport infrastructure the development will be given to railways. All land use planning will be integrated with the development of transport infrastructures in order to achieve better use of land resources and facilitate the linkage of residential and commercial developments with transport interchanges. Transport policy should go hand in hand with the development of Hong Kong as a whole, particularly in terms of economic development and the improvement of living standard. In this thesis, to recommend the improvement of the existing public transport policy and to better satisfy the needs of the stakeholders of franchised bus services, the relevant transport policy measures have been identified; the implementation of these measures have been reviewed; the development has been examined and the traffic, transport and patronage statistics of different modes of public transport with emphasis on franchised bus services have been compared; the strengths and weaknesses of franchised bus services and their challenges have been analysed and anticipated, taking into account possible developments; the effectiveness of the measures has been assessed. This thesis also concludes that the provision of transport infrastructure should be made in a timely manner to avoid wastage of resources. Franchised bus operators have been taking more measures to create synergy effects to make their services more sustainable through automation and re-allocation of resources to avoid duplication. All stakeholders tend to ignore the externalities caused by excessive supply of transport and the co-ordination among the modes and the control of private car usage are needed and the illegal transports should be banned. A proper legislation and a transparent arbitration system for balancing the interests of the stakeholders are important in order to avoid the delay of transport projects.
