Who is an American, and who is not? And yet, as Vanessa Beasley demonstrates in this eloquent exploration of a century of presidential speeches, the questions are not new. Since the Founders first identified the nation as “we, the people,” the faces and accents of U.S. citizens have changed dramatically due to immigration and other constitutive changes. U.S. presidents have often spoken as if there were one monolithic American people. Here Beasley traces rhetorical constructions of American national identity in presidents’ inaugural addresses and state of the union messages from 1885 through 2000. She argues convincingly that while the demographics of the voting citizenry changed rapidly during this period, presidential definitions of American national identity did not. Chief executives have consistently employed a rhetoric of American nationalism that is simultaneously inclusive and exclusive; Beasley examines both the genius and the limitations of this language.

In practice, because conservatism traditionally relies on negative definition to imagine its exclusion from the American political system, American conservatism ends up defining both 'the people' and the market as forces with a mutual skepticism of an overweening political order. Johnson also tackles the suggestion that conservatives learned to practice identity politics from social progressives. From the beginning, conservatism was an identity politics. U.S. conservatism relied on a rhetoric of victimhood, whether critiquing the liberal Cold War consensus or fears about Barack Obama's electoral success. Finally, the manuscript makes an important contribution to conversations about populism. Just because conservatism invokes 'the people' does not make it a collective, public-facing enterprise. .

The Public Work of Rhetoric presents the art of rhetorical techné as a contemporary praxis for civic engagement and social change, which is necessarily inclusive of people inside and outside the academy. In this provocative call to action, editors John M. Ackerman and David J. Coogan, along with seventeen other accomplished contributors, offer case studies and criticism on the rhetorical practices of citizen-scholars pursuing democratic ideals in diverse civic communities—with partnerships across a range of media, institutions, exigencies, and discourses. The bully pulpit is one of the modern president's most powerful tools—and one of the most elusive to measure. Presidential Rhetoric and the Public Agenda uses the war on drugs as a case study to explore whether and how a president's public statements affect the formation and carrying out of policy in the United States. When in June 1971 President Richard M. Nixon initiated the modern war on drugs, he did so with rhetorical flourish and force, setting in motion a federal policy that has been largely followed for more than three decades. Using qualitative and quantitative measurements, Andrew B. Whitford and Jeff Yates examine presidential proclamations about battling illicit drug use and their effect on the enforcement of anti-drug laws at the national, state, and local level. They analyze specific pronouncements and the social and political contexts in which they are made; examine the relationship between presidential leadership in the war on drugs and the policy agenda of the Drug Enforcement Administration and the U.S. Attorneys; and assess how closely a president's drug policy is implemented in local jurisdictions. In evaluating the data, this sophisticated study of presidential leadership shows clearly that with careful consideration of issues and pronouncements a president can effectively harness the bully pulpit to drive policy.
