A ten-year research project to understand and treat criminality has led to the development of a new test of criminal thinking, Survey of Thoughts, Feelings, and Behaviors (STFB) and a new understanding of criminality as six sets of angry distress-rejecting attitudes and behaviors on the part of offenders—behaviors that put them into conflict with society and get them in trouble with the law. This new understanding of criminality suggested the development of six different treatment programs, one for each of these six separate components of criminality, and these treatment programs were delivered in six day-long (i.e., four-and-a-half hour) large-group treatment workshops. None of those inmates who were assigned to and received three or more of these treatment workshops recidivated (i.e., relapsed into crime) within the two years following release from prison; in contrast to a control group of inmates who received none of these criminality workshops, half of whom were back in prison within two years of being released. It was concluded that this particular approach to understanding and treating criminality would seem to warrant further investigation and application.

Preventing recidivism is one of the aims of criminal justice, yet existing means of pursuing this aim are often poorly effective, highly restrictive of basic freedoms, and significantly harmful. Incarceration, for example, tends to be disruptive of personal relationships and careers, detrimental to physical and mental health, restrictive of freedom of movement, and rarely more than modestly effective at preventing recidivism. Crime-preventing neurointerventions (CPNs) are increasingly being advocated, and there is a growing use of testosterone-lowering agents to prevent recidivism in sexual offenders, and strong political and scientific interest in developing pharmaceutical treatments for psychopathy and anti-social behaviour. Future neuroscientific advances could yield further CPNs; we could ultimately have at our disposal a range of drugs capable of suppressing violent aggression and it is not difficult to imagine possible applications of such drugs in crime prevention. Neurointerventions hold out the promise of preventing recidivism in ways that are both more effective, and more humane. But should neurointerventions be used in crime prevention? And may the state ever permissibly impose CPNs as part of the criminal justice process, either unconditionally, or as a condition of parole or early release? The use of CPNs raises several ethical concerns, as they could be highly intrusive and may threaten fundamental human values, such as bodily integrity and freedom of thought. In the first book-length treatment of this topic, Treatment for Crime, brings together original contributions from internationally renowned moral and political philosophers to address these questions and consider the possible issues, recognizing how humanity has a track record of misguided, harmful and unwarrantedly coercive use of neurotechnological 'solutions' to criminality. Explaining Criminal Careers presents a simple but influential theory of crime, conviction and reconviction. The assumptions of the theory are derived directly from a detailed analysis of cohort samples extracted from the Home Office Offenders Index - a unique database which contains records of all criminal (standard list) convictions in England and Wales since 1963. In particular, the theory explains the well-known Age/Crime curve. Based on the idea that there are only three types of offenders, who commit crimes at either high or low (constant) rates and have either a high or low (constant) risk of reoffending, this simple theory makes exact quantitative predictions about criminal careers and age-crime curves. Purely from the birth-rate over the second part of the 20th century, the theory accurately predicts (to within 2%) the prison population contingent on a given sentencing policy. The theory also suggests that increasing the probability of conviction after each offence is the most effective way of reducing crime, although there is a role for treatment programmes for some offenders. The authors indicate that crime is influenced by the operation of the Criminal Justice System and that offenders do not 'grow out' of crime as commonly supposed; they are persuaded to stop or decide to stop after (repeated) convictions, with a certain fraction of offenders desisting after each conviction. Simply imprisoning offenders will not reduce crime either by individual deterrence or by incapacitation. With comprehensive explanations of the formulae used and complete mathematical appendices allowing for individual interpretations and further development of the theory, Explaining Criminal Careers represents an innovative and meticulous investigation into criminal activity and the influences behind it.
