In 2000, three trends papers, grouped as societal, business, and utility categories, were written to provide context for expert workshops. These trend documents were updated and compiled into a single trend document that provides the data supporting the trend as well as potential implications for the trends. This critical briefing document was created to prepare participants for a Futures Workshop. The workshop identified the most important trends and strategies. The study resulted in six trend papers that were published in Journal AWWA. This study will provide water utility managers with current strategic planning information to help develop strategies for future utility success. The trend papers can serve as resource documents to identify the environmental factors that will affect a given utility in the future. Other local factors must also be considered, but the trends documented here will likely be in play at most utilities. The results of the research can comprise a significant part of the "environmental scan" element of traditional strategic planning as well as give guidance to water utilities regarding potential strategies to better position the utility for future success.

In 1999, AwwaRF conducted a project entitled Strategic Assessment of the Future of Water Utilities, which examined the societal, business, and utility trends shaping the water utility industry through a scenario-planning exercise. National and international utility managers identified key trends, attributes of success, and success strategies that were likely to be most effective in several potential future scenarios. Feedback from subscribers and other AwwaRF stakeholders indicated that this project was extremely useful to the water supply industry. Trends and scenarios developed by the researcher provided useful tools and resources to utility planners and managers. The project findings were used substantially in AwwaRF research planning. It has been five years since the initiation of that project, and several new trends have developed in the meantime. Updating the trends analysis and reevaluating the implications for water utilities would help utility managers adjust and optimize their organizational planning strategy.

Since competition has been widely introduced and promoted, we have experienced a radical change in the structure of the industries and the role of the state authorities. Their role in managing monopolies has evolved into regulating new forms of markets, which has resulted in the creation of independent regulatory authorities. These new public bodies work with governments to try and reconcile the needs of competition and public service missions. This suggests the use of recent developments in economic theory to handle complex problems.This volume offers an exploration by scholars and regulators of the new regulatory regimes across Europe. The first part presents the pioneering experiences of the United Kingdom and Sweden. The United Kingdom has quickly chosen to establish powerful and independent individual regulators. Reforms in Sweden have been more gradual and regulators have, in the first instance, acted mainly as mediators.Part two is devoted to second wave developments that took place in various European countries, i.e. France, Germany, Italy, and Spain, countries where the legal tradition is less conducive to the concept of independent regulators. There the regulators are often (but not always) less powerful and meet more obstacles in their efforts to prevent either the formation of oligopolies or the resistance of incumbent monopolies. In Germany another problem has emerged as the federal tradition prevents the creation of independent regulators in certain key sectors.The contributions in the third part of the volume throw some light on the problems of coordinating national regulations. Ecotaxation covers two distinct ideas. To date, it has largely been associated with the 'polluter pays' principle, in the form of correctional charges imposed on activities which have a demonstrably damaging effect on the quality of life or the environment. The other involves a more ambitious policy shift, aiming to put taxation onto a different basis, away from income and labour, and onto resource-depleting and environmentally damaging activities. By going further, and directing the additional revenue towards environmentally supportive and socially improving ends, it can be part of the fiscal basis for sustainable development. This volume explores the history of both ideas, but with more emphasis on the wider-ranging policy alternatives that ecotaxation represents. The contributors look at the mixed records of the correctional economic instruments which have been introduced, suggesting that unless they are integrated into a more comprehensive package of reforms, they are not likely to have much effect on the direction of an already unsustainable economy. On the other hand, taxation has the potential not only to stimulate sustainable forms of economic activity but also, by lowering the costs of work and employment, to create jobs and greater social justice. At a time when governments' room for manoeuvre is being more and more restricted by conflicting social, economic and environmental commitments and pressures, revenue-neutral ecotaxation has a crucial role to play in reconciling those objectives and putting policy onto a new and lasting footing.
