Anyone who has got a rework or renovation work done in their house can tell you what a troublesome activity it is. Not only that, it seems to take forever to be completed and is heavy on the wallet. Even an international icon like the Sydney Opera house, which has always been Australia’s pride, was delayed by 10 years with its budget shooting up by 14.5 times its estimated budget of $7 million. There are plenty of such examples available. It is very common for construction projects to get delayed and outrun their budget. This is a tough scenario faced by almost all projects around the world, with India not being an exception. Thus, the researcher has undertaken this research to investigate the factors responsible for delays and cost overruns. Both secondary research and primary research have been carried out and the barriers have been identified. Such barriers create problems that hinder the efficiency and progress of a project, making it lag behind its schedule. The factors identified in the secondary research are compared to the findings of the primary research to see if they hold true in the Indian context.

Delays in construction projects are frequently expensive, since there is usually a construction loan involved which charges interest, management staff dedicated to the project whose costs are time dependent, and ongoing inflation in wage and material prices. Many techniques are used to analyze delays. Some of these methods have inherent weaknesses and should be avoided. The objectives of this research are to identify the factors influencing public construction project delay in Bhutan, rank the important level of factors and to provide useful recommendations to prevent public construction project delay in Bhutan. The questionnaire survey, site investigation and interview technique with the government engineers and contractors were conducted for gathering the essential data. Statistical methods like mean, standard deviation, coefficient of variation, relative importance index and t- test were applied for data analysis. The important level for influencing the project delay is ranked and screened by mean value 3.50 and above. The result from the overall ranking showed that shortage of national construction labor is the main factor influencing to project delay in Bhutan. Similarly, the ranking of factors discretely from the viewpoint of contractors and government engineers showed that unqualified workforce at site is the main factor influencing to construction delay in Bhutan. To solve the problem of construction project delay, in depth interview with 10 construction experts suggested for increasing the number of vocational training institutes and facilitating the workers with better incentives and working environment. The experts have also suggest for introducing authorized distributor of quality labor center in the country.

Many projects experience extensive delays and thereby exceed initial time and cost estimates. In addition extensive delays provide a fertile ground for costly disputes and claims. This study reviews delay in general including definition, classification, categories of delay and the most important part is factors contribute to delay in theoretically and practically that occurred in construction project. Questionnaire survey has been conducted to the contractor as the respondent to gain information of the practice situation in construction project. Results from the survey indicate that contractor agreed that the main grouped factors contribute to delay is design factor. However, from the analysis of the small factors, increase cost of construction material, late decision making by the client, client gave poor cooperation, design and materials change frequently and conflict arise between contractor and consultant are five top ranked factors. It is hoped that these fmdings will guide efforts to improve the performance of the construction industry; hence a flexible time management system can be generated to improve the construction time performance. -Author.
