The National Environmental Policy Act (NEPA) of 1969 was enacted to set a standard for all federally funded projects, policies, and programs to mitigate their possible negative effects. To meet the NEPA mandates, the Environmental Impact Assessment (EIA) framework was created. It was soon realized by assessment practitioners that social impacts were not adequately addressed within the framework. As a result, Social Impact Assessment (SIA) was created and became its own separate framework. Another aspect of the assessment process concerns the technologies used. Geographic Information Information Science Technology (GIS&T) is used in some of the physical environment framework, but it is completely lacking in the social outline. In this study, I examined the implementation of the EIA and SIA frameworks and whether they fulfilled the mandates of NEPA. To obtain the necessary information, I summarized NEPA's requirements from information released from the Council on Environmental Quality. I also summarized both EIA and SIA frameworks to ascertain which requirements of NEPA were addressed and which were not. I then compared the Environmental Impact Report (EIR) of the Eastside Reservoir Project to the NEPA requirements to determine if the report met the standards that NEPA set. I determined that the application of EIA and SIA frameworks fails to fulfill NEPA's requirements. In the study area report, exactly half of the requirements were absent in the final published report. A significant majority of the these deficient points were associated with social impacts. I also found that application of GIS to social assessment studies has considerable utility, as there are spatial aspects inherent in the data and the analysis of it. Both EIA and SIA are incomplete processes for the fulfillment of NEPA's mandates. They should not be used as individual frameworks; instead they should be merged and seen as two parts of the same process. Physical and social environments are irrevocably linked and as such, should be assessed as a whole. Even more, all impact studies should also include spatially based analysis and technology in order to more accurately assess possible and probable impacts to region. In order to fully realize the purpose of NEPA, there must be a reintegration of EIA and SIA to create a complete process for assessing social and physical environmental impacts.
