One of the largest southern cities and a hub for the cotton industry, Memphis, Tennessee, was at the forefront of black political empowerment during the Jim Crow era. Compared to other cities in the South, Memphis had an unusually large number of African American voters. Black Memphians sought reform at the ballot box, formed clubs, ran for office, and engaged in voter registration and education activities from the end of the Civil War through the Brown v. Board of Education decision of 1954. In this groundbreaking book, Elizabeth Gritter examines how and why black Memphians mobilized politically in the period between Reconstruction and the beginning of the civil rights movement. Gritter illuminates, in particular, the efforts and influence of Robert R. Church Jr., an affluent Republican and founder of the Lincoln League, and the notorious Memphis political boss Edward H. Ambition theory suggests that scholars can understand a good deal about politics by exploring politicians' career goals. In the USA, an enormous literature explains congressional politics by assuming that politicians primarily desire to win re-election. In contrast, although Brazil's institutions appear to encourage incumbency, politicians do not seek to build a career within the legislature. Instead, political ambition focuses on the subnational level. Even while serving in the legislature, Brazilian legislators act strategically to further their future extra-legislative careers by serving as 'ambassadors' of subnational governments. Brazil's federal institutions also affect politicians' electoral prospects and career goals, heightening the importance of subnational interests in the lower chamber of the national legislature. Together, ambition and federalism help explain important dynamics of executive-legislative relations in Brazil. This book's rational-choice institutionalist perspective contributes to the literature on the importance of federalism and subnational politics to understanding national-level politics around the world.

Theories of ambition teach us that elected offices are valuable commodities to certain politicians, and under the right circumstances, the benefits of running for an office outweigh the associated risks. Yet, some ambitious politicians emerge as candidates while others do not. This book analyzes strategic candidacy decisions to explain how primary elections for the United States Senate unfold. With new, comprehensive data on pools of potential candidates, it examines the determinants of electoral and fundraising success, analyzes the importance of the timing of candidacy decisions and the strategic interactions of prospective officeholders, and investigates the impact of strategic retirements. Using both qualitative and quantitative tools, including event history techniques to capture the complex dynamics of these races, it concludes that the manner in which politicians interact with one another and the unique context within each campaign leads to individuals emerging from the pool of potential candidates in systematic ways. In the end, the strategic behavior of ambitious politicians has important implications for the slate of candidates available to the electorate and ultimately, the quality of representation between constituents and their legislators.
