The Energy Information. Administration of the U.S. Department of Energy has been asked by Representative Dingell, chairman of the House Committee on Energy and Power, to study the effects of all governmental actions on energy markets. The first phase of its study involves the construction of taxonomies of energy regulations and energy markets. The Energy Information Administration requested the National Research Council to construct one of these taxonomies, that of energy taxes. The Steering Committee on the Impact of Taxation on Energy Markets, under the Assembly of. Behavioral and Social Sciences, was formed by the National Research Council to respond to this request. The Committee's task has been limited to the construction of a classification scheme that identifies taxes. that differentially affect energy markets and provides a framework for identifying analytical issues; under its charge it was specifically not to analyze the effects of energy taxes or to consider policy implications of alternative tax systems. The Committee has had to meet a demanding time schedule to be responsive to the needs of the Energy Information Administration and therefore the effort has been a concentrated one. The Committee appreciates the efforts of all those who have help edit to meet its charge. Robert B. Shelton, associate executive director of the Assembly of Behavioral and Social Sciences, wore a second hat during the Committee's activities by assuming the responsibilities that are normally associated with a study director. The Committee would also like to thank Wendy Huthwaite Siniard for her efficiency and helpfulness as its administrative secretary and Eugenia Grohman for her careful editing of the report.

The second part includes the formal taxonomy and a detailed breakdown of energy taxes by taxing authority and suggests the important issues that are likely to arise in an analysis of energy taxation.
