Embora o CONTRAN estabeleça as normas e procedimentos sobre o processo de formação de condutores, há estudos realizados pelo Observatório Nacional de Segurança Viária (ONSV, 2014) que evidenciam uma discrepância entre aquilo que está previsto por meio das Resoluções e o que de fato está ocorrendo no processo de formação de condutores de veículo automotores. O que se tem percebido é que na grande maioria, a formação de condutores ainda está voltada para obtenção da Carteira Nacional de Habilitação (CNH) (Hoffmann, 2005), ignorando o desenvolvimento de comportamentos seguros no Trânsito. Dessa realidade surge a necessidade de produzir conhecimento científico e técnico que possibilite a proposição de intervenções profissionais a fim de transformar as antigas autoescolas em Centros de Formação de Condutores - CFCs. Para intervir no processo de formação de condutores de veículos automotores é preciso primeiro intervir sobre esse tipo de organização responsável por realizar esse processo. Portanto, propor uma mudança organizacional para os CFCs a partir da perspectiva da Análise do Comportamento é uma alternativa para transformar as autoescolas em reais Instituições de Ensino.
